The authorities in Rio de Janeiro are determined to show the world that in that city, and throughout Brazil, there is no parallel governments, or at least that there will not be when the time of the next World Cup and the Olympics.
Countries should not have to wait for their turn to host the World Cup to clarify, within its borders, there are no parallel governments inside; and that the State, in each case, has real control of its territory.

But how will the president do to cope with the shame that this change implies. Assembly [former Congress] members, who had to pass very quickly a short law, must now have to raise their hands again to pass even faster, a law against it.
The parliament of the multinational and multilingual people, will have to learn this lesson when it comes to affect the interests of the coca growers of Chapare, it is best not to rush.
The Chapare had only “loaned” Bolivia a leader. So, let no one get their hopes up thinking that this leader has to stop responding to the interests of the Chapare parallel government.
