Barrage of counterfeits, whirlpool of violence
The Bolivian president, in a new and explainable confusion, attributed, in Mexico, to the previous government the breaking of the contract for the exploitation of lithium from the Uyuni salt flat. The one who made the decision –very against his wishes certainly– was Juan Evo Morales Ayma, because the contract was indefensible and he could not resist the pressure from Potosí that challenged it from the beginning.
The fact has been remembered by several journalistic notes that unearthed the news of 2019 where it is reflected what really happened and not the deception, in the purest style of Donald Trump, spread by Arce Catacora. What has not been emphasized with sufficient clarity and energy are the underlying reasons that made the association contract, signed by the MAS government, one of the most clearly “surrender,” according to the characterization of the civic who questioned it.
First is the unlikely inequality of participation between the partners, since the Bolivian State put an investment of more than 1,000 million dollars (about 7,000 million Bolivianos), while the firm ACI Systems was going to contribute 2.5 million dollars to become in partner with 49% of participation and the effective control of the decisions and operations of the enterprise. The parent company of the German firm has a declared capital of 50,000 euros (about $60,000) and no experience in lithium industrialization.
There is, then, the treacherous use of the terms of the contract by which Bolivia transferred at cost “residual brines” which are actually a concentrate rich in lithium salts resulting from the very expensive process of the industrialization plant.
The contract proves the desperation of the Morales government to hide the resounding failure of a fabulous investment, where “practically everything was done wrong,” in the words of the representative of ACI Systems (see https://bit.ly/3rvzi2X), including errors of the most elementary engineering, according to the same person in charge.
In 2010, Morales had assured that our country would conquer a quarter of the international lithium market with the industrialization of this metal at a cost of 350 million dollars. After 11 years, our presence in that market is 0% and the investment of 1,000 million dollars is so undermined that the association contract made it possible for a partner, with a contribution much less than 1% of the Bolivian investment, to experiment an unproven technology.
The reasons why Luis Arce Catacora, as Bolivian president, “forgets,” “denies” or “ignores” the avalanche of decisions that led to an association contract that make the most daring neoliberal adventures pale, are that, as Minister of Economy, endorsed, approved and, eventually, signed the checks necessary for this global attack against our economy to be consummated.
In reality, almost all the “great works” that Morales Ayma wants to continue building, such as the Uyuni plant that does not industrialize anything, the Bulo Bulo plant that has never exceeded 30% of its capacity or the paralyzed gas dryers carry the seal and signature of the current President of the State.
Added to these reasons is the need to justify the repressive wave that characterizes the “Evo returns” campaign, behind the facade of persecution of an invented coup and that also serves to hide the essential official inability to face the problems of life and death to those who face the uncontrolled epidemic and the collapse of our production.
The government cannot perform any of the miracles promised by those who lead it and that do not give any indication of understanding how health is protected, or the economy and formal education recover. Instead, they prefer to encourage the whirlwind of violence, aggression and disqualification typical of professional political practice.
As a summary of the course he has chosen, the President threatens not to deliver vaccines to populations that did not support his candidates for mayors or governors. In other words, he is willing to condemn, according to the standards of international health organizations, permanent disease and massive deaths to those who do not submit.

Tromba de falsificaciones, remolino de violencia
El presidente boliviano, en una nueva y explicable confusión, atribuyó, en México, al Gobierno anterior la ruptura del contrato para la explotación del litio del salar Uyuni. Quien tomó la decisión –muy en contra de sus deseos ciertamente– fue Juan Evo Morales Ayma, debido a que el contrato era indefendible y no pudo resistir la presión potosina que lo impugnó desde su inicio.
El hecho ha sido recordado por varias notas periodísticas que desenterraron las noticias de 2019 donde se refleja lo que verdaderamente ocurrió y no el engaño, al más puro estilo de Donald Trump, difundido por Arce Catacora. Lo que no se ha subrayado con la nitidez y energía suficientes son los motivos de fondo que hacían al contrato de asociación, firmado por el gobierno del MAS, uno de los más nítidamente “entreguistas”, según caracterización de los cívicos que lo cuestionaron.
Primero está la inverosímil desigualdad de participación entre los socios, puesto que el Estado boliviano ponía una inversión de más de 1.000 millones de dólares (unos 7.000 millones de bolivianos), mientras la firma ACI Systems iba a aportar 2,5 millones de dólares para convertirse en socia con el 49% de participación y el control efectivo de las decisiones y operaciones del emprendimiento. La casa matriz de la firma alemana tiene un capital declarado de 50.000 euros (unos 60.000 dólares) y ninguna experiencia en industrialización de litio.
Está, luego, el traicionero uso de los términos del contrato mediante el cual Bolivia transfería a precio de costo “salmueras residuales” que son, en realidad un concentrado rico en sales de litio resultante del carísimo proceso de la planta industrializadora.
El contrato prueba de la desesperación del Gobierno de Morales por esconder el fracaso rotundo de una fabulosa inversión, donde “prácticamente todo se hizo mal”, en palabras del representante de ACI Systems (ver https://bit.ly/3rvzi2X), incluyendo errores de la ingeniería más elemental, según el mismo responsable.
En 2010, Morales había asegurado que nuestro país conquistaría una cuarta parte del mercado internacional de litio con la industrialización de ese metal a un costo de 350 millones de dólares. Al cabo de 11 años, nuestra presencia en ese mercado es del 0% y la inversión de 1.000 millones de dólares se encuentra tan menoscabada que el contrato de asociación viabilizaba que un socio, con un aporte mucho menor al 1% de la inversión boliviana, experimente una tecnología no probada.
Las razones por las que Luis Arce Catacora, como presidente boliviano, “olvida”, desconoce” o “ignora” la avalancha de decisiones que condujeron a un contrato de asociación que hacen empalidecer a las más osadas aventuras neoliberales, se hallan en que, como ministro de Economía, respaldó, aprobó y, eventualmente, firmó los cheques necesarios para que se consumara ese global atentado contra nuestra economía.
En realidad, casi todas las “grandes obras” que Morales Ayma quiere continuar levantando, como la planta de Uyuni que no industrializa nada, la de Bulo Bulo que nunca ha superado el 30% de su capacidad o de las paralizadas secadoras de gas llevan el sello y la rúbrica del actual presidente del Estado.
A esos motivos se suma, la necesidad de justificar la oleada represiva que caracteriza la campaña “Evo vuelve”, detrás de la fachada de persecución de un golpe inventado y que también sirve para esconder la esencial incapacidad oficial de encarar los problemas de vida o muerte a los que nos enfrentan la descontrolada epidemia y el descalabro de nuestra producción.
El Gobierno no puede hacer ninguno de los milagros que prometieron quienes lo encabezan y que no dan señal alguna de entender cómo se protege la salud, o se recuperan la economía y la educación formal. En su lugar, prefieren alentar el remolino de la violencia, agresiones y descalificaciones propias de la práctica política profesional.
Como resumen del rumbo que ha escogido, el Presidente amenaza con no entregar vacunas a las poblaciones que no apoyaron a sus candidatos a alcaldes o gobernadores. O sea, se muestra dispuesto a condenar, según los estándares de los organismos internacionales de sanidad, a la enfermedad permanente y a muertes masivas a quienes no se sometan.
