La Opinion offers updated information regarding the norms that will enforce the “short law” regarding the road that should not go through the TIPNIS:
The President of the TIPNIS sub-central, Fernando Vargas, explained to the Bolivian Information Agency (ABI) that after two days and half “of intense meetings” an agreement was reached in the drafting of that document.
The short Bill, proposed by the marchers and promulgated by President Evo Morales, prohibits the construction of the section II of the Villa Tunari-San Ignacio de Moxos road or any other road through the TIPNIS and declares intangible that Amazon region.
The leader of the marchers that national park pointed out that on Monday [today 11/28], they will sign the corresponding minutes after a review of the wording style to all points agreed to, in the regulation.
“After establishing the terms and deadlines for approval, then it will go to the Ministers’ Cabinet and hence will be in effect the short law regulation of the TIPNIS”, he added.
He said that regarding “the main issue”: the inviolability of the Park, the exclusive and traditional use of natural resources will be guaranteed to the inhabitants of this natural reserve, through a management and zoning plan.
He said that the Management Plan identifies four areas in the TIPNIS: the core zone, subject to strict protection; of traditional productive use; of sustainable use of natural resources and biodiversity; and the area or space for social, cultural reproduction.

I hope this settles the issue. It is incomprehensible to see other types of speeches by the government and their social movements to continue to demand a road to cut the TIPNIS; while this is underway. Maybe that is the new “political times and practices” that current government feels comfortable at handling.
