Cultures between two discourses
What can Bolivians expect from the new Ministry of Cultures, Decolonization and Depatriarchalization? The act of possession counted on the presence of the deep multicultural and multilingual nation; beautiful fabrics, beautiful music, lots of hugs. The second look is more worrisome: why was Sabina Orellana Cruz named head of a key portfolio in the ideological political narrative?
It seems that the new officials arrive at their posts as quotas of power committed to those sectors that they blocked in the middle of a health emergency. The coca growers of Chapare are given control of the drug business; to the colonizers the dynamited roads in August; to the bartolinas the office of the Small Palace. Goodbye meritocracy; until never administrative career.
Orellana, of Quechua origin and with a trade union tradition, does not present credentials in cultural management, either as a leader or as a member of parliament. In her speech she focused on the Andean and on symbolic elements such as the pollera (skirt) or the wiphala that do not represent the whole of the country. No emphasis on artists, theaters.
In her first words she combined two approaches that reflect the two speeches of the current government. She called for unity: “Brothers, we will work from the arts, from the culture of the East, West, the countryside and the city. I ask you for the opportunity to work for a diverse culture, for the benefit of our Bolivia. Thank you for having trusted, asking my grandmother Bartolina Sisa, my grandfather Tupac Katari to guide me to be a benefit for the Bolivian people.”
However, Culturas begins with the shadow of becoming another space of repression, as was tried in the past, taking advantage of the fight against racism. She announced: “There are people (to investigate), for example, the Unión Juvenil Cruceñista, the Resistencia Cochala, so these young people have to pay for the acts they have done and have committed against women,” according to Erbol. “All acts of violence and racism that they did against women, especially pollera (skirt) women and indigenous women, are going to be investigated. It has only been the crime of putting on a pollera, wearing two braids,” she said.
That dangerous and Manichaean speech that ignores all the facts, the thoughts, the other realities. Culture is used by totalitarian regimes to subtly enslave citizens, to convince them of hegemony, to falsify history, to silence different opinions.
The Ministry of Government, justice, the Public Prosecutor’s Office are not enough. Also other divisions enter the wave of threats, contradicting their own main purpose.
At the same time, in a concert in tribute to Ludwig van Beethoven, Andrónico Rodríguez admitted that he had never heard a symphony orchestra. He attended in silence, while his entourage used cell phones and whispered without respecting the public.
There is also that binary expression: one who remembers that he did not have a chance to savor universal music; others are not moved. Probably not due to lack of money but because the mayors of the tropics, in the hands of the MAS, were not interested in acquiring libraries, forming orchestras, investing in museums, as did Toro Toro, Tupiza, Roboré. How much would Chimoré change with the Urubichá orchestra?
Maybe it’s not too late. If Minister Orellana wants to work for diversity, she could start by supporting the cultural expressions that unite, which can be the best Bolivian face, instead of emphasizing the fight. Learn that the Ninth Symphony was born beyond the sea, but belongs to Humanity. Its notes help brotherhood, not evil.
Culturas entre dos discursos
¿Qué pueden esperar los bolivianos del nuevo Ministerio de Culturas, Descolonización y Despatriarcalización? El acto de posesión contó con la presencia de la nación profunda pluricultural y multilingüe; bellos tejidos, linda música, muchos abrazos. La segunda mirada preocupa más: ¿por qué nombraron a Sabina Orellana Cruz al frente de una cartera clave en la narrativa política ideológica?
Parece que los nuevos funcionarios llegan a sus puestos como cuotas de poder comprometidas con aquellos sectores que bloquearon en plena emergencia sanitaria. A los cocaleros de Chapare les dan el control del narconegocio; a los colonizadores las carreteras dinamitadas en agosto; a las bartolinas el despacho del Palacio Chico. Adiós meritocracia; hasta nunca carrera administrativa.
Orellana, de origen quechua y con tradición sindical, no presenta credenciales en gestión cultural, ni como dirigente ni como parlamentaria. En su discurso se centró en lo andino y en elementos simbólicos como la pollera o la wiphala que no representan al conjunto del país. Ningún énfasis a los artistas, a los teatros.
En sus primeras palabras combinó dos enfoques que reflejan los dos discursos del actual Gobierno. Convocó a la unidad: “Hermanos, trabajaremos desde las artes, de la cultura del oriente, occidente, del campo y la ciudad. Les pido la oportunidad para trabajar por una cultura diversa, en beneficio de nuestra Bolivia. Gracias por haber confiado, pedir a mi abuela Bartolina Sisa, a mi abuelo Tupac Katari que me guíen para ser un beneficio para el pueblo boliviano”.
Sin embargo, Culturas comienza con la sombra de convertirse en otro espacio de represión, como se intentó en el pasado aprovechando la lucha contra el racismo. Anunció: “Hay personas (para investigar), por ejemplo, la Unión Juvenil Cruceñista, la Resistencia Cochala, entonces esos jóvenes tienen que pagar por los actos que han hecho y que han cometido contra las mujeres”, según Erbol. “Se va a investigar todos los actos de violencia y racismo que hicieron contra las mujeres, en especial a las mujeres de pollera y a las mujeres indígenas, solamente ha sido el delito de ponernos una pollera, llevar dos trenzas”, señaló.
Ese peligroso y maniqueísta discurso que ignora el conjunto de los hechos, de los pensamientos, de las otras realidades. La cultura es usada por los regímenes totalitarios para esclavizar sutilmente a los ciudadanos, para convencerlos de una hegemonía, para falsear la historia, para acallar las opiniones diferentes.
No basta el Ministerio de Gobierno, la justicia, la Fiscalía. También otras reparticiones ingresan en la ola de las amenazas, contradiciendo su propio fin principal.
Al mismo tiempo, en un concierto en homenaje a Ludwig van Beethoven, Andrónico Rodríguez admitía que nunca había escuchado una orquesta sinfónica. Atendía en silencio, mientras su séquito usaba celulares y cuchicheaba sin respetar al público.
Ahí también está esa expresión binaria: uno que recuerda que no tuvo oportunidad de saborear la música universal; otros ni se conmueven. Probablemente no por falta de dinero sino porque las alcaldías del trópico, en manos del MAS, no se interesaron en adquirir bibliotecas, formar orquestas, invertir en museos, como hicieron Toro Toro, Tupiza, Roboré. ¿Cuánto cambiaría Chimoré con la orquesta de Urubichá?
Quizá no es tarde. Si la ministra Orellana quiere trabajar por la diversidad, podría comenzar por apoyar las expresiones culturales que unen, que pueden ser el mejor rostro boliviano, en vez de enfatizar la pelea. Aprender que la Novena Sinfonía nació allende el mar, pero pertenece a la Humanidad. Sus notas ayudan a la fraternidad, no a la maldad.
