Presidential duality or ambivalence?

In an earlier post, I wrote about duality, please see the following link: https://bolivianthoughts.wordpress.com/2011/10/30/presidential-duality/ I tried to understand the duality in functions/priorities of current Bolivian president. However, the article from El Deber below shows more ambivalence… than duality per se.

After a decision to enforce by law the rights of the TIPNIS indigenous people and nationwide overwhelming support to their cause, anyone in its right mind would think: “issue solved, decision taken… so… move on!! However, we are now flabbergasted (not just Bolivians but gobal stakeholders) as current president attacked the media when he was in Paraguay, and Los Tiempos reports today his remarks about the road through the TIPNIS; trying to justify what by law just changed!!

No wonder our economy, our society remains stagnant… and without any outsiders help!
