Who defends Bolivia? | ¿Quién defiende a Bolivia?

Editorial, El Deber:

Several million inhabitants are literally suffocated by the smoke that invades the country. The fire spreads in five departments and Bolivia occupies second place with the highest number of heat sources, just as it is on the podium for poor quality air to breathe. It is the worst moment in history in times of slash-and-burn as a consequence of the lack of control in land policy.

In Santa Cruz there has never been so much smoke nor have such high temperatures been recorded. The fires are throughout the department: Chiquitania, the Amazon, the valleys and the chaco; everywhere there are emergency and disaster declarations. On the other hand, there are no arrests for such a crime against the environment. The thousands of animals that burn to death and the trees that become charcoal or the health of children and the elderly have no one to protect them.

Classes in schools and universities have been suspended because the dense smoke causes respiratory system conditions, skin rashes, stomach problems and more. Air quality left Bolivia as one of the three most polluted countries.

The demand for health services and medicines saturates public hospitals. In other departments, the population complains about the smoke because the fire is ravaging and reaching unexpected areas. Beni is the region hardest hit with multiple fires and with the largest number of hectares burned.

As if that were not enough, the Governorate denounced that there are irregular armed groups in the forests, which prevent firefighters from accessing them to mitigate the fires. They are probably protecting the drug factories that are scattered everywhere, including protected areas that belong to the State and belong to no one.

Bolivia is the second country with the most heat sources; It is among those that lose the most vegetation in the fire and, of course, it is one of the most contaminated areas on the planet. How could this situation be reached?

The answer seems to come from the lack of control in agricultural management. Land titling have been given to communities arriving from other regions that do not know how to prepare the land for crops, but also to people who come to Santa Cruz to market the land given to them by the State. Added to this is the expansion of the agricultural frontier in which private companies also participate.

Perhaps the most serious thing is that fires are set to plant coca or to set up drug factories. That is to say, it is an explosive cocktail that is destroying us and preying on natural wealth.

In the forests there are park rangers and volunteer firefighters who give their all in fighting the flames. In many cases they do it without fuel to transport themselves, without tools or adequate clothing. The communities make their collective effort to provide water, food and whatever is necessary.

In the particular case of Santa Cruz, at first the efforts have been isolated and in recent days they are being coordinated in the metropolitan community, but none of that is enough. A strong Departmental Government is needed with visible and close authority. Governor Luis Fernando Camacho makes his efforts, but he cannot make his voice make a difference, while the Governorate has a legal secretary on one side and a vice governor on the other in a struggle that is causing more harm than benefit.

The national government has to take back control and stop favoring its supporters at the expense of everyone’s natural resources. The Government must join forces between all leadership levels. And municipalities must join forces and continue raising their voices. The struggle does not allow
biased interests.

These are the moments when true leadership is demonstrated: serving the people.
