Editorial, El Deber:
Impotence and helplessness in Santa Cruz. The encroachments on land reach intolerable extremes, in the face of the indifferent gaze of the national government, the Police and the Public Prosecutor’s Office. The images of yesterday’s confrontation are horrifying, because they leave evidence that these people who want to take possession of others have no scruples when it comes to using violence to achieve their goal.
Yesterday, the invaders confronted self-summoned neighbors to evict them, considering that neither the Police nor the Prosecutor’s Office take action on the matter. Testimonies from journalists from different information media who were covering the event reveal that some 300 people, armed with sticks and machetes, came out from many sides to surround journalists and citizen groups who were in the place. If at first the Police stood between the two sides, at the hottest moment, when the attacks with stones and firecrackers began, the uniformed men stepped aside and left the way clear for the land takers. In other words, the attacks occurred under the noses of law enforcement officers and they let them happen.
The right to information and the guarantees for freedom of the press are constitutional in Bolivia, but the violence against journalists is increasing every day. Just to mention a few recent examples: two Unitel reporters were attacked during the 36-day strike and the cases go unpunished. More than a year ago, seven journalists were kidnapped and tortured by bullies in the Guarayos province, but the main defendants were released from jail. Yesterday, a journalist from EL DEBER was injured with a stick to the head and three photographers were hit by blunt objects.
Intimidations against the media add up and continue and the government looks to one side. Does not refer to these cases when it talks about respect for human rights. What does the president and the cabinet expect do do anything? Overflowing violence can cause deaths, as has already happened in Pando. Will you continue to allow the Police to turn a blind eye to this barbarism?
The invaders of the Kim tourist center, located in the southern area of Santa Cruz de la Sierra, had sticks, machetes and handmade bazookas. Not only that, the media that were present showed images of a fire started at the back of the Palmasola refinery, a few meters away, with the danger of causing an explosion and causing immeasurable damage.
In this edition, EL DEBER publishes photographs of the caliber of the attacks because it is necessary for the public to know the degree of violence reached. Above all, when the commander of police district 9, close to the conflict zone, and the Minister of Government affirm, very loosely, that the situation is under control and that the Police intervened in a timely manner. How can they even think that everything is under control when there are people who continue to go unpunished and who did not hesitate to use weapons to attack those who ask that a tourist property be respected, which is also vital for the maintenance of aquifers in a significant part from the city?
How can you say that everything is fine when freedom of the press is violated with strokes?
The president must stop these encroachments and guarantee the lives of Bolivians. If he chooses to look to the side, in exchange for overwhelming support for his government, he should know that everything is ephemeral. What is recorded forever is that the president did not have the capacity to stop the illegal takeovers and that this indifference is leaving a bloody mark that is impossible to erase.
Impotencia e indefensión en Santa Cruz. Los avasallamientos de tierras llegan a extremos intolerables, frente a la mirada indiferente del Gobierno nacional, de la Policía y del Ministerio Público. Las imágenes del enfrentamiento de ayer son espeluznantes, porque dejan evidencia de que estas personas que quieren hacerse de lo ajeno no tienen escrúpulos a la hora de utilizar la violencia para lograr su cometido.
Ayer, los invasores se enfrentaron a vecinos autoconvocados para desalojarlos, considerando que ni la Policía ni la Fiscalía toman cartas en el asunto. Testimonios de periodistas de diferentes medios de información que cubrían el hecho revelan que unas 300 personas, armadas con palos y machetes, salieron de muchos flancos para cercar a periodistas y grupos ciudadanos que estaban en el lugar. Si en un primer momento la Policía se puso entre los dos bandos, en el momento más caliente, cuando empezaron las agresiones a pedradas y con petardos, los uniformados se hicieron a un lado y dejaron la vía libre a los toma-tierras. En otras palabras, las agresiones se produjeron en las narices de los efectivos del orden y ellos dejaron que sucedan.
El derecho a la información y las garantías para la libertad de prensa son constitucionales en Bolivia, pero cada día es mayor la violencia ejercida contra los periodistas. Solo por mencionar algunos ejemplos recientes: dos reporteros de Unitel fueron agredidos durante el paro de los 36 días y los casos están impunes. Hace más de un año, siete periodistas fueron secuestrados y torturados por avasalladores en la provincia Guarayos, pero los principales acusados fueron liberados de la cárcel. Ayer, un periodista de EL DEBER fue herido con un palo en la cabeza y tres fotógrafos fueron alcanzados por objetos contundentes.
Suman y siguen los amedrentamientos contra los medios y el Gobierno mira a un costado. A esos casos no se refiere cuando habla de respeto a los derechos humanos. ¿Qué espera el presidente y su gabinete? La violencia desbordada puede causar muertos, como ya pasó en Pando. ¿Seguirá permitiendo que la Policía se haga de la vista gorda frente a esta barbarie?
Los invasores del centro turístico Kim, ubicado en la zona sur de Santa Cruz de la Sierra, tenían palos, machetes y bazukas artesanales. No solo eso, los medios que estuvieron presentes mostraron imágenes de un fuego iniciado en la parte posterior de la refinería de Palmasola, a escasos metros, con el peligro de provocar una explosión y causar un daño inconmensurable.
En esta edición, EL DEBER publica fotografías del calibre de las agresiones porque es preciso que la ciudadanía sepa el grado de violencia alcanzado. Sobre todo, cuando el comandante del distrito policial 9, próximo a la zona de conflicto, y el ministro de Gobierno afirman, muy sueltos de cuerpo, que la situación está controlada y que la Policía intervino oportunamente. ¿Cómo pueden siquiera pensar que todo está bajo control cuando hay personas que siguen campeándose impunes y que no dudaron en usar armas para agredir a quienes piden que se respete una propiedad turística, que además es vital para el sostenimiento de los acuíferos de una parte importante de la urbe?
¿Cómo se puede afirmar que todo está bien cuando la libertad de prensa es vulnerada a palazos?
El presidente debe parar estos avasallamientos y garantizar la vida de los bolivianos. Si opta por mirar al costado, a cambio de respaldo de avasalladores a su Gobierno, deberá saber que todo es efímero. Lo que sí queda grabado para siempre es que el primer mandatario no tuvo la capacidad de frenar las tomas ilegales y que esa indiferencia está dejando una huella sangrienta imposible de borrar.
