The Interinstitutional Committee for the Promotion of the Census called for this pressure measure, as a way of making its voice heard

1. Rejection of the postponement of the National Population and Housing Census that was initially scheduled for November 16, 2022, was rescheduled until “maximum May or June 2024.” The Interinstitutional Committee points out that there are no technical criteria that support the change of date.

2. Repeal of decree 4760. On July 21, 2021, by Supreme Decree (DS), the holding of the census on November 16, 2022 was declared a National Priority. The rule was repealed on July 13, with the DS 4760/2022 that postpones the census until 2024 and that gives the power to the National Institute of Statistics (INE) to determine the date of its completion.

3. Lack of attention from the national government. Last Friday the 22nd, the term of five working days that the Inter-institutional Committee gave the Government to dialogue, “seek meeting points and provide a solution” to the change in the date of the census, with officials from the Ministry of Planning and the INE. According to the spokesman for the Committee and rector of the Gabriel René Moreno Autonomous University, Vicente Cuéllar, “the Government minimizes the decision of the region” and did not give answers, despite the fact that it submitted a formal technical proposal on a new schedule, so that the census can be carried out on June 28, 2023.

4. Requirement that the 2023 General State Budget be prepared on the basis of the intercensal population projections officially presented by the INE. In addition, the Interinstitutional Committee proposes the creation of a compensation fund so that the municipalities serve their population based on objective indicators.

5. Incorporation of the rectors of autonomous universities to the National Council of Autonomy “so that it has a technical component and not only a political one, which avoids political manipulation of it”. To this end, they require the president of the Plurinational Legislative Assembly to modify Article 123 of the Framework Law on Autonomies and Decentralization, which establishes the formation of that Council.

Why is conducting the census important?

The Interinstitutional Committee stated, in the resolution of the summit that took place on July 15, that without the census, the responsible state entities (municipalities, governorates and universities), “do not have adequate information to know the real dimension of the situation of the Bolivian population”, in terms of their basic needs for food, health, housing, education, work and employment, which allow proposing public policies in accordance with that reality.

El Comité Interinstitucional Impulsor del Censo convocó a esta medida de presión, como una forma de hacer escuchar su voz

Este lunes 25 Santa Cruz para, a convocatoria del Comité Interinstitucional Impulsor del Censo. Estas son las razones:

1. Rechazo a la postergación del Censo Nacional de Población y Vivienda  que inicialmente fue programado para el 16 de noviembre de 2022, se reprogramó hasta “máximo mayo o junio de 2024”. El Comité Interinstitucional señala que no existen criterios técnicos que respalden el cambio de fecha.

2. Abrogación del decreto 4760. El 21 de julio de 2021, mediante Decreto Supremo (DS), se declaraba de Prioridad Nacional la realización del censo el 16 de noviembre de 2022. La norma fue derogada el pasado 13 de julio, con el DS 4760/2022 que posterga el censo hasta 2024 y que le da la facultad al Instituto Nacional de Estadística (INE) para determinar la fecha de su realización.

3. Falta de atención del Gobierno nacional. El pasado viernes 22 se cumplió el plazo de cinco días hábiles que el Comité Interinstitucional dio al Gobierno para dialogar, “buscar puntos de encuentro y darle una solución” al cambio de fecha de la realización del censo, con funcionarios del Ministerio de Planificación y del INE. De acuerdo con el vocero del Comité y rector de la Universidad Autónoma Gabriel René Moreno, Vicente Cuéllar, “el Gobierno minimiza la decisión de la región” y no dio respuestas, pese a que entregó una propuesta técnica formal sobre un nuevo cronograma, para que el censo pueda efectuarse el 28 de junio 2023.

4. Exigencia de que el Presupuesto General del Estado 2023 sea elaborado sobre la base de las proyecciones poblacionales intercensales que presenta oficialmente el INE. Además, el Comité Interinstitucional propone la creación de un fondo de compensación para que los municipios atiendan a su población en función de indicadores objetivos.

5. Incorporación de los rectores de universidades autónomas al Consejo Nacional de Autonomía “para que el mismo tenga un componente técnico y no solamente político, que evite la manipulación política del mismo”. Para ello exigen al presidente de la Asamblea Legislativa Plurinacional la modificación del Art. 123 de la Ley Marco de Autonomías y Descentralización que establece la conformación de ese Consejo.

¿Por qué es importante la realización del censo?

El Comité Interinstituciona manifestó, en la resolución de la cumbre que realizó el pasado 15 de julio, que sin el censo las entidades estatales responsables (municipios, gobernaciones y universidades), “no cuentan con la información adecuada para conocer la real dimensión de la situación de la población boliviana”, en cuanto a sus necesidades básicas de alimentación, salud, vivienda, educación, trabajo y empleo, que permitan plantear políticas públicas acordes a esa realidad.
