Santa Cruz and the country live 12 days of anxiety, between the end of 2022 and the first week of 2023. Far from beginning a new management year with hope, Bolivians are in permanent anguish that, unfortunately, is fueled by confrontational speeches and actions. In the midst of this scenario, it should be noted that, while the focus is centered on the national political crisis, other fundamental problems that have to do with the economy, with the fight against drug trafficking, with the projection of plans that improve the quality of life of citizens.
In Santa Cruz there was the violent capture of the governor, the first political authority of the department, whose figure represented almost 56 percent of the votes in the last subnational elections. For the national government and for the Movimiento Al Socialismo, the politician Luis Fernando Camacho was considered the main enemy since he led the 21-day strike against electoral fraud. Seeing it that way, neither the national authorities nor the political party in government have been able to interpret the sentiment of the people who took to the streets to defend the figure of the governor.
Instead, the response to the discomfort over the way he was arrested has been repression, with many signs of police brutality, which the Minister of Government insists on ignoring or minimizing. The protests continue and spread to other regions of the country. But the president does not listen to them. He remains encapsulated in the Casa Grande del Pueblo, from where he continues to add fuel to the fire.
The Government fails to understand that they are also Bolivians and the voices of those who think differently are worth it. The gov only surrounds with the leaders of the union organizations related to the MAS, which come together in the so-called Unity Pact. We must ask the gov, what does it intend: that the problem is going to be solved by taking people out on the streets or running around those who are critical of its government with whips? So far, it has not shown that it is capable of governing for everyone, which should mean that it has the ability to listen to everyone.
The current political problem leaves crucial issues under the rug and there are those who think that it is convenient for the Government to maintain social tension, because it has no answers to explain the sustained fall in Net International Reserves and the impact that this may have on the exchange system. Perhaps also because it does not know how to explain that YPFB is not producing the gas needed to supply the markets of Brazil and Argentina, and that the latter country wants to shorten the contract. Without the income generated by gas, how is the national economy sustained?
Meanwhile, smuggling continues to spread freely, the insecurity of the land is greater due to the oppressors and the threats of reversal that are launched from the Ministry of Rural Development.
Drug trafficking is also expanding, while the documents of the trials against its protagonists are burning in the Prosecutor’s Office.
There are many problems, they are like fires to put out. If the social conflict is not resolved, the Government will continue spending energy and resources to repress, instead of listening, and the actions will be far from managing. It is time to reflect, pacify the country and turn the direction of the destiny of all Bolivians around.
Santa Cruz y el país viven 12 días de zozobra, entre fines de 2022 y la primera semana de 2023. Lejos de comenzar una gestión con esperanzas, los bolivianos están en angustia permanente que, lamentablemente, es atizada por discursos y acciones de confrontación. En medio de este escenario, cabe hacer notar que, mientras el foco está centrado en la crisis política nacional, en el país permanecen y se profundizan otros problemas de fondo que tienen que ver con la economía, con la lucha contra el narcotráfico, con la proyección de planes que mejoren la calidad de vida de los ciudadanos.
En Santa Cruz se produjo la captura violenta del gobernador, la primera autoridad política del departamento, cuya figura representó casi el 56 por ciento de los votos en las últimas elecciones subnacionales. Para el Gobierno nacional y para el Movimiento Al Socialismo, el político Luis Fernando Camacho fue considerado el enemigo principal desde que lideró el paro de 21 días contra el fraude electoral. Al verlo de esa manera, ni las autoridades nacionales ni el partido político en función de Gobierno han sabido interpretar cuál es el sentimiento de la gente que salió a las calles a defender la figura del gobernador.
En cambio, la respuesta al malestar por la forma en que fue detenido ha sido la represión, con muchas señales de brutalidad policial, que el ministro de Gobierno insiste en ignorar o minimizar. Las protestas continúan y se amplían a otras regiones del país. Pero el presidente no las escucha. Se mantiene encapsulado en la Casa Grande del Pueblo, desde donde sigue echando leña al fuego.
El Gobierno no logra comprender que también son bolivianos y valen las voces de quienes piensan diferente. Solo se rodea de los dirigentes de las organizaciones sindicales afines al MAS, que se aglutinan en el llamado Pacto de Unidad. Hay que preguntarle ¿qué pretende: que el problema se va a resolver sacando gente a la calle o correteando con chicote a los que son críticos a su Gobierno? Hasta el momento no da muestras de que es capaz de gobernar para todos, lo que debería implicar que tenga la capacidad de escuchar a todos.
El problema político actual deja bajo la alfombra temas cruciales y hay quienes piensan que al Gobierno le conviene mantener la tensión social, porque no tiene respuestas para explicar la sostenida caída de las Reservas Internacionales Netas y el impacto que esto puede tener en el sistema cambiario. Quizás también porque no sabe cómo explicar que YPFB no está produciendo el gas que se necesita para abastecer a los mercados de Brasil y Argentina, y que este último país quiere acortar el contrato. Sin los ingresos que genera el gas, ¿cómo se sostiene la economía nacional?
Entretanto, el contrabando sigue expandiéndose a sus anchas, la inseguridad de la tierra es mayor por los avasalladores y por las amenazas de reversión que se lanzan desde el Ministerio de Desarrollo Rural.
El narcotráfico también se expande, mientras arden los documentos de los juicios contra sus protagonistas en la Fiscalía.
Son muchos los problemas, son como incendios por apagar. Si la conflictividad social no se resuelve, el Gobierno seguirá gastando energías y recursos en reprimir, en lugar de escuchar, y las acciones estarán distantes de hacer gestión. Es momento de reflexionar, pacificar el país y darle un giro a la conducción del destino de todos los bolivianos.
