A kidnapped mayor
The mayor of El Alto, Soledad Chapetón, was kidnapped by residents of the 14th district of that city, and was held in the Virgen de Urkupiña temple from 4:00 p.m. on Saturday until late at night as a measure of pressure to force her to sign an agreement to deliver food.
The unusual event -although at this point it would be necessary to wonder if it really is unusual in Bolivia- occurred over the weekend in the middle of the dialogue between authorities and parents of that area who demanded the payment of the resources of the school breakfast suspended by the non-existence of face-to-face classes during quarantine.
Press reports from that city indicate that parents first demanded a Bs 500 bonus, which they later rejected to raise their demand to Bs 1,000.
In the end, amid pressure and with retained authority, they agreed to deliver a quintal of rice, another of sugar and a five-liter gallon of oil, and only after the signing of a compromise document did they release the mayor.
This abuse occurred in an unfriendly context, but rather violent, which included the retention of other municipal officials against their will, and threats to the journalists who were covering the event outside the temple (“Go away, because if not, we are going to kidnap you,” a neighbor shouted at a journalist who was doing her job of reporting).
Four days before these incidents, 18 people were also detained in the same area of El Alto for more than 24 hours, which gives the reference that what happened on Saturday with Mayor Chapetón, is not an isolated event of those that do not usually pass or do not repeat.
The fact cannot pass as an anecdote ‘with a happy ending’ to be forgotten because it is about the highest authority of a populous city that has to fulfill a responsibility, to govern the city that elected her, and as in any government, the possibilities of acceding to the requests of its population will not always be able to be met.
That is, the administration, in this case of a mayor’s office, does not mean approving everything that a neighbor proposes, asks for or demands. What is unacceptable is that an authority should pay a ‘cost’ or ‘punishment’ for not satisfying a demand from a group of neighbors -just or not the demand, that is another discussion- nothing less than with kidnapping.
A kidnapping is a crime; there are no good kidnappings or bad kidnappings. The forced deprivation of liberty of a citizen by those who do not have any legal power to take it away is a crime in Bolivia and anywhere in the world.
Unfortunately, Bolivia is letting too many precedents for the violation of the most elementary rights pass as if they were irrelevant anecdotes when in reality it is about unacceptable behavior in a rule of law that, due to practice and repetition, tend to become almost “normal.”
The country needs to get out of those corporatist practices of unions that got used to the use of threat, force, violence and now the taking of hostages to achieve their goals.
Una alcaldesa secuestrada
La alcaldesa de El Alto, Soledad Chapetón, fue secuestrada por vecinos del distrito 14 de esa ciudad, y permaneció retenida en el templo Virgen de Urkupiña desde las 16:00 horas del sábado hasta horas de la noche como medida de presión para obligarla a firmar un acuerdo para entregar víveres.
El inusual hecho -aunque a estas alturas habría que preguntarse si realmente es inusual en Bolivia- ocurrió el fin de semana en medio del diálogo que sostenían autoridades y padres de familia de esa zona que reclamaban el pago de los recursos del desayuno escolar suspendido por la inexistencia de clases presenciales durante la cuarentena.
Reportes de prensa de esa ciudad señalan que los padres de familia primero exigían un bono de Bs 500, que luego rechazaron para subir su demanda a Bs 1.000.
Al final, en medio de las presiones y con autoridad retenida, acordaron la entrega de un quintal de arroz, otro de azúcar y un galón de aceite de cinco litros, y solo después de la firma de un documento de compromiso liberaron a la alcaldesa.
Ese abuso se produjo en un contexto poco amigable, sino más bien violento, que incluyó la retención de otros funcionarios municipales contra su voluntad, y amenazas a los periodistas que cubrían el hecho en las afueras del templo (“Váyanse, porque si no a vos te vamos a secuestrar”, le gritaba una vecina a una periodista que cumplía con su trabajo de informar).
Cuatro días antes de esos incidentes, 18 personas también fueron retenidas en esa misma zona de El Alto por más de 24 horas, lo cual da la referencia de que lo ocurrido el sábado con la alcaldesa Chapetón no es un hecho aislado de esos que no suelen pasar o no se repiten.
El hecho no puede pasar como una anécdota ‘con final feliz’ para el olvido porque se trata de la máxima autoridad de una ciudad populosa que tiene que cumplir con una responsabilidad, la de gobernar la ciudad que la eligió, y como en todo gobierno, las posibilidades de acceder a las peticiones de su población no siempre podrán ser atendidas.
Es decir, la administración, en este caso de una alcaldía, no significa aprobar todo lo que un vecino proponga, pida o exija. Lo que es inaceptable es que una autoridad deba pagar un ‘costo’ o ‘castigo’ por no satisfacer una demanda de un grupo de vecinos -justa o no la demanda, esa es otra discusión- nada menos que con un secuestro.
Un secuestro es un delito; no hay secuestros buenos o secuestros malos. La privación forzada de la libertad de un ciudadano por quienes no tienen ninguna atribución legal para quitársela es un delito en Bolivia y en cualquier lugar del mundo.
Lamentablemente Bolivia está dejando pasar demasiados precedentes de vulneración de los más elementales derechos como si fueran anécdotas irrelevantes cuando en realidad se trata de comportamientos inaceptables en un Estado de derecho que por la práctica y la repetición tienden a convertirse casi en ‘normales’.
El país necesita salir de esas prácticas corporativistas de gremios que se acostumbraron al uso de la amenaza, la fuerza, la violencia y ahora la toma de rehenes para conseguir sus propósitos.
