Security, access to technological packages, land mortgage, lowering the penalty for smuggling, and opening more markets are the five measures proposed this Thursday by the Eastern Agricultural Chamber (CAO) in response to the critical economic situation the country is experiencing.

According to the agricultural producers, the lack of dollars to buy supplies, fuel shortages, and other problems make the situation in Bolivia critical.

Given this scenario, the sector proposed these five measures, which, if applied, could generate at least $1 billion in additional foreign exchange each year, create more jobs, have a positive multiplier effect on other economic activities, and ensure affordable food for Bolivians.

Legal security is aimed at guaranteeing that producers will not face land invasions and that they will have full property rights as established by law.

Access to the technological package means using new technologies for food production, not only with the approval of genetically improved seeds but also facilitating the importation of machinery, equipment, supplies, and genetics to help the producer produce more and better on the same land area.

The small property refers to the voluntary mortgage of their land by small producers to make investments in first-generation technology and increase productivity.

Regarding smuggling, the statement proposes lowering the penalty threshold from 200,000 to 15,000 UFV.

In terms of markets, they seek to develop a strategy for opening new markets, addressing health and protocol issues, as the national market is small and any significant increase in production should focus on external markets.

“Our commitment is not only to address the current economic crisis, but we want to elevate our population to a higher level of income and well-being with sustainability and caring for our natural resources,” the document states.
