Aimlessly
The country has lost its way. No one who honestly looks at the health of our democracy or our economy can say that “we are doing well” and that a promising future awaits us. And we didn’t actually lose it, we let it be stolen from us. The MAS has swiped them, leaving us without money, without development, divided and frightened.
Those in blue have settled in an authoritarian regime that dominates all spheres of the State. Their objective is to screw themselves into power at any cost, squandering how much or how little they get from the sale of natural resources. Nothing more. That is their goal and for this they follow to the letter the recipe of Castro-Chavismo installed in Cuba, Nicaragua and Venezuela. They are not interested in the country or its people or its future. Its only desire is to co-opt everything, intimidate and divide the loot.
Those of the regime will say that they are the majority and that the people voted for them. But the MAS got that support immorally and from cheap populism. Its modus operandi is to feed the lowest passions of the popular class: revenge, racism and xenophobia. The MAS sells the popular class the idea that without them they will not be able to achieve their objectives, that their backwardness and poverty are the responsibility of the kharas and that the solution to all their problems is to take revenge on them by displacing them from public life. The MAS, then, incites racism in reverse and institutionalizes it, transforming the Republic into the “Plurinational State,” which is nothing more than a State of revenge against everything non-indigenous. The MAS gains support by encouraging division among Bolivians and appealing to xenophobia against the “empire” and the foreigner unless, of course, the foreigner is Chinese, Cuban or Venezuelan. Those do have open doors.
The MAS has stolen justice from us. It has turned it into a blue appendage and uses it to imprison its detractors and intimidate any citizen who dares to question its power. The kidnapping of Luis Fernando Camacho and his transfer to Chonchocoro are just one more example of the abuse to which the MAS has subjected us. That they have put a hidden camera in his cell is simply rogue, although at this point, not even surprising. There are hundreds of exiles and political prisoners, and the deaths of the regime add up and continue. Not to mention the hopelessly lost battle against drug trafficking or the complete lack of confidence in the electoral system. Without justice, and fearing their administrators, the people remain silent and the tyrant dominates.
The MAS has robbed us of our economic future. The regime squandered the more than $55 billion that we have received since 2006 due to the boom in international prices (an amount that means 4 times the GDP of 2006!). We did not invest in looking for more gas or in developing an institutional framework that would allow the growth of a dynamic private sector for when the boom ended. No, it was all spending lavishly on inefficient and corrupt public companies, on pharaonic projects and on expanding the size of the State to accommodate more than half a million MAS employees. And when money stopped coming in from gas exports, the MAS began to go into debt and eat up the reserves. Our international reserves reached US$15 billion in 2014 and to date are below US$5 billion (less than US$1 billion in cash). We have had fiscal deficits for 10 consecutive years and our total debt already exceeds 80% of GDP. But the MAS doesn’t care about anything at all. They continue destroying everything and this year the General State Budget plans to spend 83% of GDP.
But let’s be self-critical. The MAS stole our direction and the future because we let it do it. We were accomplices. We lost the country because our political opposition was functional to the regime and because our business elites bowed to it. There are exceptions, of course, and people who gave their lives in the fight, but in general we fell prey to the populist power of the MAS, the lack of ideas to combat it and the fear, quite justified, caused by its judicial abuse.
Our opposition was functional to the regime because it thought that it could be won by proposing more of the same. Soft and without ideas, their vision of the country is very similar to that of the MAS in economic matters and it seems that their only difference lies in affirming that they are good guys. No one in the opposition claims that the road to socialism that the MAS has put us on is the road to hell. Nobody talks about privatizing public companies or liquidating them despite the enormous evidence that they are inefficient and loss-making. No one is saying that the number of public employees and the size of government should be significantly reduced. Nobody is talking about eliminating the hydrocarbon subsidy, which represents a constant trickle of reserves. No one says that price controls and export quotas must be eliminated. Everyone complains about the indoctrination in schools, but no one dares to say that the root solution is to remove the State from education and develop a private and competitive market supporting parents with vouchers. In short, no one in the opposition would think of proposing that the responsibility for development once again pass to the individual and cease to be in the hands of the State. It is that if you propose all that nobody votes for you! And so we continue… Without creative, courageous and capable politicians who propose the right ideas and make us fall in love with a new vision of the country, people will continue to prefer the old known to the new to know.
Our business elites, on the other hand, accommodate the winds that blow and prefer not to make too much noise so as not to hinder their activities. And again, there are valuable exceptions, but there is no firm and collective decision to bet on the long term. As Carlos Valverde says, businessmen have interests, not militancy, but that is a myopic attitude. The business elites are called upon to lead the country because their fate depends on a healthy, prosperous and capitalist country. Our entrepreneurs would have to worry about forming public opinion with a vision of the future. They should understand that their work and earnings are a source of pride and not shame. They would have to be convinced that their value lies in competing and not in colluding with the government to prevent competition. The fate of the business elites is the same as that of the country. An aimless country co-opted by an immoral regime only produces businessmen kidnapped by politicians.
The MAS has stolen our course. Will we be able to get it back?
Sin rumbo
El país ha perdido el rumbo. Nadie que mire con honestidad la salud de nuestra democracia o la de nuestra economía puede decir que “vamos bien” y que nos espera un futuro promisorio. Y en realidad no lo perdimos, dejamos que nos lo robaran. El MAS no los ha birlado dejándonos sin plata, sin desarrollo, divididos y atemorizados.
Los de azul se han instalado en un régimen autoritario que domina todas las esferas del Estado. Su objetivo es atornillarse en el poder a como dé lugar despilfarrando lo mucho o lo poco que les cae de la venta de recursos naturales. Nada más. Esa es su meta y para ello siguen al pie de la letra la receta del Castro-Chavismo instalado en Cuba, Nicaragua y Venezuela. No están interesados en el país ni en su gente ni en su futuro. Su único afán es cooptarlo todo, atemorizar y repartirse el botín.
Los del régimen dirán que son mayoría y que la gente votó por ellos. Pero el MAS consiguió ese apoyo inmoralmente y a partir de populismo barato. Su modus operandi es alimentar las pasiones más bajas de la clase popular: la revancha, el racismo y la xenofobia. El MAS le vende a la clase popular la idea de que sin ellos no podrán alcanzar sus objetivos, que su atraso y pobreza son responsabilidad de los kharas y que la solución a todos sus problemas pasa por vengarse de ellos desplazándolos de la vida pública. El MAS azuza, entonces, el racismo al revés y lo institucionaliza transformando la República en el “Estado Plurinacional,” que no es otra cosa que un Estado de revancha contra todo lo no indígena. El MAS consigue apoyo alentando la división entre bolivianos y apelando a la xenofobia contra el “imperio” y lo extranjero a menos, por supuesto, que lo extranjero sea chino, cubano o venezolano. Esos sí tienen las puertas abiertas.
El MAS nos ha robado la justicia. La ha convertido en un apéndice azul y la usa para encarcelar a sus detractores y atemorizar a todo ciudadano que ose cuestionar su poder. El secuestro de Luis Fernando Camacho y su traslado a Chonchocoro son solo una muestra más del abuso al que el MAS nos tiene sometidos. Que hayan puesto una cámara oculta en su celda es simplemente canallesco, aunque a estas alturas, ni siquiera sorprendente. Son cientos los exiliados y presos políticos, y las muertes del régimen suman y siguen. Ni qué decir sobre la batalla contra el narcotráfico perdida sin remedio o la completa falta de confianza en el sistema electoral. Sin justicia, y con temor a sus administradores, el pueblo calla y el tirano domina.
El MAS nos ha robado nuestro futuro económico. El régimen despilfarró los más de $us 55 mil millones que ingresamos desde el 2006 por la bonanza de precios internacionales (¡un monto que significa 4 veces el PIB del 2006!). No invertimos en buscar más gas ni en desarrollar una institucionalidad que permita el crecimiento de un sector privado dinámico para cuando acabara la bonanza. No, todo fue gastar a manos llenas en empresas públicas ineficientes y corruptas, en proyectos faraónicos y en ampliar el tamaño del Estado para acomodar a más de medio millón de empleados masistas. Y cuando dejó de entrar plata por la exportación de gas el MAS empezó a endeudarse y a comerse las reservas. Nuestras reservas internacionales llegaron a $us 15 mil millones el 2014 y a la fecha están por debajo de $us 5 mil millones (menos de $us mil millones en cash). Llevamos 10 años consecutivos de déficits fiscales y nuestra deuda total sobrepasa ya el 80% del PIB. Pero al MAS no le importa nada en absoluto. Ellos siguen arrasando con todo y este año el Presupuesto General del Estado planea gastarse el 83% del PIB.
Pero seamos autocríticos. El MAS nos robó el rumbo y el futuro porque dejamos que lo haga. Fuimos cómplices. Perdimos el país porque nuestra oposición política fue funcional al régimen y porque nuestras élites empresariales se doblegaron a él. Hay excepciones, por supuesto, y gente que dio su vida en la pelea, pero en general fuimos presa del poder populista del MAS, de la falta de ideas para combatirlo y del miedo, por demás justificado, que provoca su abuso judicial.
Nuestra oposición fue funcional al régimen porque pensó que a este se le podía ganar proponiendo más de lo mismo. Blandengue y sin ideas, su visión de país es muy parecida a la del MAS en materia económica y pareciera que su única diferencia reside en afirmar que ellos sí son buenos muchachos. Nadie en la oposición afirma que el camino al socialismo en el que nos ha metido el MAS es el camino al infierno. Nadie habla de privatizar empresas públicas o liquidarlas pese a la enorme evidencia de que estas son ineficientes y deficitarias. Nadie dice que se debe reducir significativamente el número de empleados públicos y el tamaño del gobierno. Nadie habla de eliminar el subsidio a los hidrocarburos que representa un chorreo constante de reservas. Nadie dice que hay que eliminar los controles de precios y los cupos a la exportación. Todos se quejan del adoctrinamiento en las escuelas, pero nadie se atreve a decir que la solución de raíz pasa por sacar al Estado de la educación y desarrollar un mercado privado y competitivo apoyando a los padres con vouchers. En suma, a nadie en la oposición se le ocurre proponer que la responsabilidad del desarrollo pase nuevamente el individuo y deje de estar en las manos del Estado. ¡Es que si propones todo eso nadie vota por vos! Y así seguimos… Sin políticos creativos, valientes y capaces que propongan las ideas correctas y nos enamoren con una nueva visión de país, la gente seguirá prefiriendo a lo viejo conocido que a lo nuevo por conocer.
Nuestras élites empresariales, por otra parte, se acomodan a los vientos que soplan y prefieren no hacer mucha bulla para no entorpecer sus actividades. Y otra vez, hay valiosas excepciones, pero no existe una decisión firme y colectiva de apostar por el largo plazo. Como dice Carlos Valverde, los empresarios tienen intereses, no militancia, pero esa es una actitud miope. Las élites empresariales están llamadas a liderar el país porque su suerte depende de un país sano, próspero y capitalista. Nuestros empresarios tendrían que preocuparse por formar opinión pública con visión de futuro. Tendrían que entender que su trabajo y su ganancia son motivo de orgullo y no de vergüenza. Tendrían que convencerse de que su valor reside en competir y no en apañarse con el gobierno para prevenir la competencia. El destino de las élites empresariales es el mismo que el del país. Un país sin rumbo cooptado por un régimen inmoral solo produce empresarios secuestrados por políticos.
