Editorial, El Deber:
During the anniversary ceremony of the Army, President Arce returned to the charge with the refrain of the coup, destabilizing efforts, separatists and other musings very much in his style. In the two years of his administration, he does not seem to have noticed the national weariness caused by his well-worn discursive rhetoric. “The fight has not ended,” he said before the military and then lashed out at the “internal enemy who does not rest in his attempt to divide and separate Bolivia through unpatriotic conspiracies.” That “internal enemy” may be the “other” Santa Cruz, the rebel who loves to live in freedom and democracy. The one that Arce and his government mistreat and whose legitimate demand to establish a new political relationship with the State, -because the current one is toxic-, is awkwardly considered an “unpatriotic conspiracy”.
In the presidential address there was no lack of a harangue to the Army that “does not hesitate nor will it hesitate to defend national security and will fight with energy and patriotism any internal and external attempt to endanger the creation of our liberators.” In any case, it would respond to a priority order of greater military presence on the Bolivian border lines where drug trafficking operates at ease with violent and bloody methods, and the contraband that flows uncontrollably devastating the national industry. For his part, Commander-in-Chief Juan José Zúñiga exultantly warned that the Army under his command would neutralize any attempt to destabilize the “sellout oligarch lodges.” In passing, he wildly surmised that “federalism can very easily lead to independence and the creation of new republics.”
General Zúñiga ignores that, by constitutional mandate, the armed forces do not deliberate. As an institutional body, they do not carry out political action. Finally, Zúñiga even offered his life against the “unpatriotic conspiracy.” Most likely, the fiery military man will not need to take tanks to the streets or fire a single shot at imaginary “internal or external enemies” until he retires, enjoys a well-paid retirement or a diplomatic mission abroad.
In a recent editorial, EL DEBER asked those who govern us to put aside fireworks and commit efforts for the welfare of the people. In restoring certainty in the face of periods of major crisis such as those that Bolivia will foreseeably face in 2023. “We are facing a scenario of disorder with the law on file and violent power imposing anxiety and discomfort… the high tension could become unsustainable on the threshold of new Times. This is not the time for false experiments… Today is the time to defuse spurious conflicts and forge new paths. Bolivia and Santa Cruz need a rain that erases meanness and washes wounds,” was written in salient parts. But after listening to Arce and Zúñiga, the hope of reconciling and uniting the country slips away like water. That Bolivians recover peace and tranquility. Not even the spirit of the approaching Christmas encourages the Executive to show a trace of good will or inspires it with a message of peace that is sorely needed.
Durante el acto de aniversario del Ejército, el presidente Arce volvió a la carga con la cantinela del golpismo, de los afanes desestabilizadores, separatistas y otras elucubraciones muy a su estilo. En los dos años de su gestión, no parece haber reparado en el hartazgo nacional causado por su trillada retórica discursiva. “La lucha no ha terminado” dijo ante los militares y luego fustigó al “enemigo interno que no descansa en su intento de dividir y separar a Bolivia mediante conjuras antipatrióticas”. Ese “enemigo interno” puede ser la ‘otra’ Santa Cruz, la rebelde que ama vivir en libertad y en democracia. A la que Arce y su gobierno maltratan y cuya demanda legítima de plantear una nueva relación política con el Estado, -porque la actual es tóxica-, es considerada torpemente como “conjura antipatriótica”.
En la alocución presidencial no faltó la arenga al Ejército que “no vacila ni vacilará en defender la seguridad nacional y combatirá con energía y patriotismo cualquier intento interno y externo de poner en peligro la creación de nuestros libertadores”. En todo caso, respondería a un orden prioritario mayor presencia militar en las líneas fronterizas bolivianas donde opera a sus anchas el narcotráfico con violentos y sangrientos métodos, y el contrabando que fluye incontenible devastando a la industria nacional. Por su parte, el comandante en jefe Juan José Zúñiga exultante advirtió que el Ejército a su mando neutralizará cualquier intento de desestabilización de las “logias oligarcas vendepatrias.” De paso, conjeturó disparatadamente con que “el federalismo muy fácilmente puede llevar a la independencia y a la creación de nuevas repúblicas”.
El general Zúñiga ignora que, por mandato constitucional, las FFAA no deliberan. Como organismo institucional no realizan acción política. Por último, Zúñiga hasta ofreció su vida frente a la “conjura antipatriótica”. Lo más probable es que el fogoso militar no tenga necesidad de sacar tanques a las calles ni de disparar un solo tiro contra “enemigos internos o externos” imaginarios hasta que se acoja al retiro, disfrute de una muy bien remunerada jubilación o de una misión diplomática en el exterior.
En un reciente editorial, EL DEBER planteó, a quienes nos gobiernan, dejar de lado fuegos de artificio y comprometer esfuerzos por el bienestar de la gente. En devolverle la certidumbre ante periodos de crisis mayor como los que encarará previsiblemente Bolivia en 2023. “Estamos ante un escenario de desorden con la ley archivada y el poder violento imponiendo zozobra y malestar…la alta tensión podría llegar a hacerse insostenible en el umbral de nuevos tiempos. No es momento de falsos experimentos… Hoy es tiempo de desactivar espurios conflictos y forjar nuevos caminos. Bolivia y Santa Cruz necesitan una lluvia que borre la mezquindad y lave las heridas”, se escribió en partes salientes. Pero tras escuchar a Arce y Zúñiga, se escurre como agua entre los dedos la esperanza de reconciliar y unir al país. De que los bolivianos recuperen la paz y la tranquilidad. Ni siquiera el espíritu de la cercana Navidad anima al Ejecutivo a mostrar un rasgo de buena voluntad o le inspira un mensaje de paz que tanta falta hace.
