Huarachi and the 5 thousand miners who did not arrive

In the documentary Red November, by the filmmaker Verónica Córdoba, former President Evo Morales and former Vice President Álvaro García Linera maintain that they resigned from their positions to avoid bloodshed because, according to them, on the morning of November 10, 2019, a coup d’état was in progress because the Armed Forces had already taken out military planes to control the airspace.

However, they also affirm that during the early hours of that day they had met with the highest leadership of the National Council for Change (Conalcam) and that they had designed a strategy to retake control of the Government Palace the following morning, that is, on Monday, November 11, 2019. The Conalcam was a kind of staff of the highest social organizations in the country that support the Movement Towards Socialism (MAS). Among those present at that meeting was the executive secretary of the Central Obrera Boliviana (COB), Juan Carlos Huarachi.

Precisely for this reason, everyone was surprised when, three hours later, Huarachi himself gave a press conference asking for the resignation of then President Evo Morales. “It was a very strong moral blow,” says Salvatierra in the audiovisual.

And, García Linera adds that the strategy consisted of bringing 5,000 miners from the state company Huanuni, that is, officials paid by the Government itself.

Nobody knows what happened to Huarachi, but then the requests for resignation followed one another until the High Command of the Armed Forces arrived, which occurred when Morales had already left Chimoré with the decision taken to leave office.

It is known that the miners are decisive in any conflict because they march armed with dynamite, so, if they were part of the equation, since dawn Morales and his cabinet were willing to pay the price of taking the Government Palace in blood.

But things did not go as expected because Huarachi stepped aside and the 5,000 miners never arrived. Morales, then, was abandoned not only by the Police and the military, as he affirms, but also by the most faithful social sectors of him. To this we must add that for 21 days the citizens who had not voted for the MAS in the elections had risen up asking for the resignation of the then president.

This revelation is important because, due to the hypothesis that Morales was forced to resign because there was a military coup, Jeanine Añez, high-ranking military commanders and even civic leaders are in jail. The MAS cannot continue to support this artificial framework because it discredits itself, even in its own books, videos and speeches.

Huarachi y los 5 mil mineros que no llegaron

En el documental Noviembre Rojo, de la cineasta Verónica Córdoba, el expresidente Evo Morales y el exvicepresidente Álvaro García Linera sostienen que renunciaron a sus cargos para evitar el derramamiento de sangre porque, según ellos, la mañana del 10 de noviembre de 2019, ya estaba en curso un golpe de Estado porque las Fuerzas Armadas ya habían sacado aviones militares a controlar el espacio aéreo.

Sin embargo, ellos también afirman que durante la madrugada de aquel día se habían reunido con la máxima dirigencia del Consejo Nacional para el Cambio (Conalcam) y que habían diseñado una estrategia para retomar el control del Palacio del Gobierno la mañana siguiente, es decir, el lunes 11 de noviembre de 2019. El Conalcam era una especie de estado mayor de las máximas organizaciones sociales del país que apoyan al Movimiento Al Socialismo (MAS). Entre los presentes en aquella reunión estuvo el secretario ejecutivo de la Central Obrera Boliviana (COB), Juan Carlos Huarachi.

Precisamente por eso, todos quedaron sorprendidos cuando, tres horas más tarde, el mismo Huarachi dio conferencia de prensa pidiendo la renuncia del entonces presidente Evo Morales. “Fue un golpe moral muy fuerte”, dice Salvatierra en el audiovisual.

Y, García Linera añade que la estrategia consistía en traer 5 mil mineros de la empresa estatal Huanuni, es decir, funcionarios pagados por el propio Gobierno.

Nadie sabe lo que pasó con Huarachi, pero luego los pedidos de renuncia se sucedieron hasta llegar el del Alto Mando de las Fuerzas Armadas, que se produjo cuando Morales ya había partido a Chimoré con la decisión tomada de abandonar el cargo.

Se sabe que los mineros son decisivos en cualquier conflicto porque marchan armados de dinamita, por lo que, si eran parte de la ecuación, desde la madrugada Morales y su gabinete estaban dispuestos a pagar con sangre el precio de la toma del Palacio de Gobierno.

Pero, las cosas no salieron como lo esperaban porque Huarachi dio un paso al costado y los 5 mil mineros nunca llegaron. Morales, entonces, fue abandonado no sólo por la Policía y los militares como él afirma, sino por sus sectores sociales más fieles. A eso hay que agregar que durante 21 días la ciudadanía que no había votado por el MAS en las elecciones se había levantado pidiendo la renuncia del entonces presidente.

Esta revelación es importante porque, debido a la hipótesis de que Morales fue obligado a renunciar porque hubo un golpe de Estado militar, están en la cárcel Jeanine Añez, altos jefes militares y hasta dirigentes cívicos. El MAS no puede seguir sosteniendo este armazón artificial porque se desacredita a sí mismo, incluso en sus propios libros, videos y discursos.
