The road blockade carried out by the Movement towards Socialism (MAS) related to Evo Morales, shows that in the country there was no balanced productive development between the east and the west, which would allow it to exploit its economic capabilities in a comprehensive manner. This, apart from the loss of $128 million per day, according to the estimate of the Minister of Economy and Public Finance, Marcelo Montenegro.

The immediate effect caused by the pressure measure is the increase in the prices of chicken or beef, vegetables or eggs, as a reflection of the dependence of the West on the East and part of the valleys. What is the cause of this situation? Or what factors prevailed for the dependency to be noticeable?

According to the Bolivian Institute of Foreign Trade (IBCE), the department of Santa Cruz contributes to food sovereignty by producing 76% of the total volume of food, in addition to generating surpluses and accounting for 88% of agricultural exports. On these bases, the argument is supported that a road blockade in the main axis can cause an increase in the prices of products in the family basket in the West. This situation is due to the fact that the Productive Social Community Economic Model (MESCP) promoted by President Luís Arce, focused on the generation of resources and redistribution in bonuses or subsidies, but did not develop agriculture and livestock in La Paz. Oruro and Potosí.

Now, the nine regions of the country benefited from the subsidy for fuel, electricity or food, from 2006 to the present, even former authorities of the administration of Evo Morales and President Luís Arce, strongly mentioned that “this government is of the indigenous people.” However, the speech did not translate into the public policies that were implemented because they lacked a direction and clear ideas to achieve an increase in livestock production of cattle, sheep or camelids, as well as legumes or vegetables in the West.

However, producers in the department of Santa Cruz developed in several areas, such as oilseeds, livestock, poultry, sugar cane, fruits or pork farming. For this task, they implemented updated technology and knowledge, to the point that the Cebu offering met the expectations of the international market.

In economics, a balance must be generated between the supply and demand of goods and services that benefits society, based on State policies that are permanent over time.

For the West to produce a sufficient quantity of beef, chicken, eggs, tomatoes, lettuce, carrots, fruits, onions, corn, quinoa, pigs or camelids, a change in the economic model is necessary to generate the attraction of private investment. national or foreign, implement cutting-edge technology, road infrastructure, implementation of agricultural machinery, intensive installation of macro and micro irrigation systems and the application of alternative energy to traditional energy (solar panels and wind turbines). The private and public sectors must work in a coordinated manner to generate an increase in productivity.
