The kings of the blockade
It is amusing -and also perplexing- to listen to senior Masista leaders and even ministers of the current government, praise work, production, exports, GDP growth, and pretend to enlighten the Bolivian population, as if it were idiot, expressing them that the blockades, marches and strikes damage the national economy, that they affect the poorest people who live from day to day, that they drive away national and foreign investors; in short, these blockades are a plague that is killing us.
However, the greatest contribution that Evo Morales has made to Bolivian politics has been precisely the blocking of roads. That has been the essence of his political talent. The strikes, marches and blockades, with clashes in barricades and with deaths, led him to the presidency in some years of struggle, although also a three-week blockade, only with “pititas” as he himself described, made him run from power, losing even his espadrilles in the hasty flight.
There have always been political demonstrations in Bolivia, of course, but the criminal blockades are the invention of Morales, with an applied learning from the MAS, which later led to national contagion. However, the masistas, once in government, were relentless with opposition marchers or blockers. So yes blocking was bad. The police were inclement with a tremendous profusion of gases and clubs, like the “social movements” (MAS militias), when the citizens wanted to protest against the unpopular and unkempt actions of an administration that, miraculously, was filled with money thanks to the festive sale of natural gas, which squandered its income on pharaonic sumptuousness, forgetting the popular misery.
It was our turn to participate in politics in the times when the coca growers blocked the Cochabamba-Santa Cruz highway, for approximately three weeks or a month. Time in which hundreds of millions of dollars were lost because the perishable products that went to the Pacific ports were spoiled and because the rest of the production (mainly soybeans) did not reach the ships in time to be loaded and the ships left empty and the international contracts, which do not expect street solutions, were annulled. Constant cuts in the fundamental route of the national economy, mainly in defense of the Chapare coca leaf destined for drug trafficking, were made by the masistas without noticing the immense losses caused to the economy. They are the same subjects that today cause hilarity and anger when listening to them pontificate on the virtues of work and GDP growth, when they know nothing of one or the other.
If strikes and marches are expressions of protest that are accepted in the Constitution, the blockades that immobilize the transit of goods and people are not. The “mobilized strikes” that are nothing more than mobile parapets destined to paralyze a city contradict each other even in their name. Where have you seen “strikes” that are “mobilized”? What invention is that? Puncturing tires and breaking windows of vehicles that do not respect strikes is a daily routine. And whipping the drivers who fail to comply with the “mobilized strikes” produces an image of savagery that can only occur in primitive societies such as Bolivia, in those that submit to community justice, which is nothing more than ignorance of the law and cunning revenge against the adversary.
This is the law that Evo Morales and the MAS have imposed. In other nations there are blockades, to be sure, but once a year or two, not periodically. Dialogue works in other places. Here everyone lies in their purpose to dialogue and debate the problems of the State. However, to dialogue and debate a basic culture is needed: being able to listen to the adversary and respect his opinion. Undoubtedly, the action of the blockade that causes so much evil and inflames the crowds is a Bolivian plague that does not seem to have a cure and that is spreading in the neighborhood. This is the greatest contribution of the MAS.

Los reyes del bloqueo
Causa gracia —y también perplejidad— escuchar a altos dirigentes masistas y hasta a ministros del actual Gobierno, hacer un elogio del trabajo, de la producción, de las exportaciones, del crecimiento del PIB, y pretender ilustrar a la población boliviana, como si fuera idiota, expresándole que los bloqueos, las marchas y los paros dañan la economía nacional, que afectan a la gente más pobre que vive del día a día, que ahuyentan a los inversores nacionales y extranjeros; en suma, que estos bloqueos son una peste que nos está matando.
Sin embargo, el mayor aporte que ha entregado Evo Morales a la política boliviana, ha sido justamente el bloqueo de caminos. Esa ha sido la esencia de su talento político. Los paros, marchas y bloqueos, con enfrentamientos en barricadas y con muertos, lo llevaron a la presidencia en algunos años de lucha, aunque también un bloqueo de tres semanas, solo con “pititas” como él mismo calificó, lo hizo salir corriendo del poder, perdiendo hasta sus alpargatas en la precipitada huida.
Siempre hubo manifestaciones políticas en Bolivia, desde luego, pero los bloqueos criminales son invento de Morales, con un aplicado aprendizaje del MAS, que luego derivó en contagio nacional. No obstante, los masistas, una vez en el gobierno, fueron implacables con los marchistas o bloqueadores de la oposición. Entonces sí bloquear era malo. La policía fue inclemente con una tremenda profusión de gases y garrotazos, como los “movimientos sociales” (milicias del MAS), cuando la ciudadanía quería protestar contra las acciones impopulares y deschavetadas de una administración que, milagrosamente, se llenó de dinero gracias a la festiva venta de gas natural, que dilapidó sus ingresos en suntuosidades faraónicas olvidándose de la miseria popular.
Nos correspondió participar en la política en las épocas en que los cocaleros bloquearon la carretera Cochabamba-Santa Cruz, durante aproximadamente tres semanas o un mes. Tiempo en que se perdieron cientos de millones de dólares porque se malograron los productos perecederos que iban hacia los puertos del Pacífico y porque el resto de la producción (soya principalmente) no llegó a los barcos a tiempo para cargarse y las naves partieron vacías y los contratos internacionales, que no esperan soluciones callejeras, se anulaban. Cortes constantes en la ruta fundamental de la economía nacional, principalmente en defensa de la hoja de coca del Chapare destinada al narcotráfico, hacían los masistas sin fijarse en las inmensas pérdidas ocasionadas a la economía. Son los mismos sujetos que hoy provocan hilaridad y rabia al escucharlos pontificar sobre las virtudes del trabajo y del crecimiento del PIB, cuando no saben nada de lo uno ni de lo otro.
Si las huelgas y las marchas son expresiones de protesta que están aceptadas en la Constitución, los bloqueos que inmovilizan el tránsito de bienes y personas no lo están. Los “paros movilizados” que no son otra cosa que parapetos móviles destinados a paralizar una ciudad se contradicen hasta en su nombre. ¿Dónde se han visto “paros” que sean “movilizados”? ¿Qué invento es ese? Pinchar llantas y romper cristales de vehículos que no respetan las huelgas es pan de cada día. Y chicotear a los choferes que incumplen con los “paros movilizados” produce una imagen de salvajismo que solo se puede dar en sociedades primitivas como la boliviana, en aquellas que se someten a la justicia comunitaria, que no es más que el desconocimiento a la ley y la venganza artera contra el adversario.
Esta es la ley que han impuesto Evo Morales y el MAS. En otras naciones hay bloqueos, sin duda, pero una vez al año o dos, no periódicamente. En otros lugares sirve el diálogo. Aquí todos mienten en su propósito de dialogar y de debatir los problemas del Estado. Sin embargo, para dialogar y debatir se necesita una cultura básica: el ser capaces de oír al adversario y respetar su opinión. Sin duda que la acción del bloqueo que provoca tantos males y enardece a las muchedumbres es una peste boliviana que no parece tener cura y que se extiende en el vecindario. He ahí el mayor aporte del MAS.
