¿Guerra por el territorio?
Los masistas provocaron la “guerra del agua” el año 2000, la “guerra del gas” el 2003, y ahora van en busca de la “guerra por la tierra”, porque al parecer les conviene políticamente. Todo lo que significa convulsión y violencia es algo que le interesa a Evo Morales y su claque, así que podemos estar seguros que el tema de los avasallamientos no se va a detener si no existe una posición firme y corajuda de los chiquitanos y de las autoridades del departamento de Santa Cruz. El gobernador Luis Fernando Camacho tiene aquí su primera prueba de fuego en serio. Igualmente, el presidente del Comité pro Santa Cruz, Rómulo Calvo.
Esta invasión lenta pero paulatina de los llamados “interculturales” en el territorio cruceño, no es de ahora. Estos “interculturales” son un grupo social inventado por el Estado Plurinacional y llegan a Chiquitos para convertirse en comunidades imaginarias, fantasmales. Casi todos proceden del Chapare, es decir que son “evistas”, que no saben de agricultura tropical y menos de ganadería o de temas forestales, porque su conocimiento está en los cultivos de coca.
Sabemos que todo esto está siendo impulsado y amparado, desde hace más de una década, por los ejecutivos del INRA, que son también obedientes al MAS. Eligen campos que los recién llegados arrebatan a sus propietarios o a los indígenas nacidos en la región, acosando hasta a los productivos y nobles menonitas. El objetivo es adjudicarse la tierra para negociarla con sus jefes, porque no saben trabajarla y hasta producen daños ecológicos irreparables por su desconocimiento.
El vicepresidente Choquehuanca, siempre con elucubraciones extrañas, ha dicho que la tierra es de todos. ¡Bonita cosa! ¡Qué simpleza! También se dice que lo que es de todos no es de nadie. Y eso en Santa Cruz no lo podemos permitir. Hay que decirle al vicepresidente que las tierras en Chiquitos tienen dueños centenarios que han creado producción y riqueza, o que son tierras fiscales, que se deben distribuir dando prioridad a los lugareños.
Las guerras en el mundo se han producido más por ambicionar tierras que por ideologías políticas. Las potencias coloniales como Inglaterra, Francia, Bélgica y otras, ocuparon, por ejemplo, grandes extensiones en África sin respetar a sus habitantes que estaban en estadios inferiores de cultura. Para apoderarse de esos territorios se produjeron matanzas terribles y una explotación salvaje. Los cambas, collas, extranjeros, menonitas, y quienes trabajan realmente, están produciendo el 70% de los alimentos que se consumen en el país y eso de que lleguen sujetos con la denominación de “colonos” (son ahora los “interculturales”) es algo realmente ofensivo. Santa Cruz no es ningún territorio colonial como para aceptar colonizadores de ninguna especie.
El intento de arrebatar y regalar tierras chiquitanas es muy peligroso para el país entero. Si los asentamientos no se hacen ordenadamente, de acuerdo con las leyes, y se impone el avasallamiento atrabiliario como está sucediendo en estos días, y siguen apareciendo por aquí los misteriosos “interculturales”, que ya sabemos que son cocaleros ávidos de territorios para negociarlos, se les va a hacer frente. Desplazar a los indígenas de las tierras bajas para que se monten encima los indígenas de las tierras altas va a hacer corcovear a los chiquitanos y a todo el departamento.
La solución se la está buscando de la mejor manera en Santa Cruz, con el funcionamiento de la Comisión Agraria Departamental para que coordine con el INRA en vez de someterse enteramente a él. Eso no ha gustado en el Gobierno, porque le quita el poder de repartir y premiar a sus partidarios con lo que no le pertenece. Eso ha sido suficiente para que Evo Morales afirme que los cruceños estamos regresando al feudalismo. No sabemos si Morales sabrá qué es el feudalismo, pero a él le gusta lo que le parece novedoso. Ha aprovechado para decir que “a los interculturales, campesinos, collitas, nos hacen aparecer como avasalladores…”. Sí, efectivamente, son avasalladores y no se les va a permitir más abusos.
Las llamadas guerras del agua y del gas, van a resultar unas minucias si se produce una guerra por el territorio. Eso es lo que se debe evitar. Que los “interculturales” se queden nomás en el Chapare o que busquen otra forma de hacerse compensar por su fidelidad a Morales, pero no a costa de destruir nuestros campos de Chiquitos. Los cruceños debemos estar unidos en torno a las autoridades departamentales y detener esta verdadera invasión a nuestra región que solo tiene por objeto robarse tierras ajenas y obtener votos para el MAS.

The objective is to adjudicate the land to negotiate it with their bosses, because they do not know how to work it and they even cause irreparable ecological damage due to their ignorance.
Vice President Choquehuanca, always with strange speculations, has said that the land belongs to everyone. Nice thing! What simplicity! It is also said that what belongs to everyone does not belong to anyone. And that in Santa Cruz we cannot allow it. The vice president must be told that the lands in Chiquitos have centennial owners who have created production and wealth, or that they are public lands, which must be distributed giving priority to the locals.
The wars in the world have been produced more by ambition of lands than by political ideologies. Colonial powers such as England, France, Belgium and others, occupied, for example, large areas in Africa without respecting its inhabitants who were in lower stages of culture. Terrible massacres and savage exploitation took place to seize these territories. The cambas, collas, foreigners, Mennonites, and those who really work, are producing 70% of the food consumed in the country and that people with the denomination of “colonists” arrive (they are now “intercultural”) something really offensive. Santa Cruz is not a colonial territory to accept colonizers of any kind.
The attempt to seize and give away Chiquitano lands is very dangerous for the entire country. If the settlements are not carried out in an orderly manner, in accordance with the laws, and atrabiliary subjugation is imposed as is happening these days, and the mysterious “intercultural” continue to appear here, who we already know are coca growers eager for territories to negotiate, they will be faced. Displacing the indigenous people of the lowlands so that the indigenous people of the highlands mount themselves will make the Chiquitanos and the entire department buck.
The solution is being sought in the best way in Santa Cruz, with the Departmental Agrarian Commission working to coordinate with INRA instead of submitting entirely to it. That has not liked the Government, because it takes away the power to distribute and reward his supporters with what does not belong to them. That has been enough for Evo Morales to affirm that we Santa Cruz are returning to feudalism. We do not know if Morales will know what feudalism is, but he likes what seems new to him. He has taken the opportunity to say that “the intercultural, peasants, collitas, they make us appear as bullies …” Yes, indeed, they are overwhelming and they are not going to be allowed any more to be abusive.
The so-called water and gas wars are going to be minor if there is a war over territory. That is what to avoid. That the “interculturals” just stay in the Chapare or seek another way to be compensated for their loyalty to Morales, but not at the cost of destroying our Chiquitos fields. We Santa Cruz must be united around the departmental authorities and stop this true invasion of our region that only aims to steal foreign lands and obtain votes for the MAS.
