Animosity against the productive elite – Animosidad contra la élite productiva

The speeches, attitudes and threats of Evo Morales and Luis Arce Catacora against what we can illustrate as the productive elite, which it seems they want to drown, contradicts the national objective of facing the economic crisis.

It is not an ideological slogan of anger against the rich, since there are millionaires who enjoy official protection. Did the García Linera brothers return the $400,000 stolen from the public university? Are the narco clans that show off mansions, fine cars, football clubs and airplanes isolated? Does any owner of luxurious vehicles and party halls in Ivirgarzama face INS inspections?

Carlos Valverde considers that Arce hates Santa Cruz. Other analysts lament the vendetta against the region that held back the advance of the Movement for Socialism at times of political tension. Many, inside and outside that department, spread messages of protest against the mistreatment of Santa Cruz residents. Morales described them as lazy; When the La Paz press reproduced the blunder, the response was to prosecute various media outlets. This week he mistreated young people who managed to overthrow his authoritarianism by calling them “gang members.”

A longer look shows that the resentment of the Arce/Morales duo encompasses not only a region but also a sector of people, entities and companies that -paradoxically- should be strengthened to improve the national economy. It gives the impression of hostility towards them, although they are responsible for the productive modernity of the country. Perhaps because they are an elite with higher education, with technical knowledge, with the ability to imagine how to improve their ventures?

When Arce ordered the second bonus there were claims because the measure affected industries, tourist services, clubs, professional associations; to small and medium-sized companies. He haughtily replied that they had earned enough money. He paid the second bonus with money from the State and with contributions from legal Bolivians. Did he ever know how many legal jobs were lost or how many productive initiatives closed their doors as a result of that measure?

The anger is precisely against those who may be strategic allies for the economic and social plans of the Government, if it had them. More taxes, more controls, more persecution against companies that are struggling to survive in an environment that is not conducive, since Bolivia does not have facilities to competitively access electricity, the Internet, international transport, or foreign markets. They face tangled paperwork, inefficient customs, red tape, and corruption.

If the Arce-Morales pairing dedicated their leisure hours to reading Bolivian political and economic history (that historiography that collects data and biographies), beyond ideological narratives, they would learn to respect that productive elite whom they despise.

They could imitate those migrants who created the emblematic brands of food, sausages, pasta, soft drinks, beers; to so many Bolivians who produce coffee, tea, rice, oil, wines, fabrics, cardboard, cement, furniture, breads and cookies, machines, serums, syrups, ointments, paints, quinoa, cheeses, chocolates.

Luis Arce elected a cabinet with mute ministers and each ministry is a pot of crickets, where the human resources manager who collects tithes triumphs. Good advice will not come from there. Won’t you have a relative, a good friend, an acquaintance with a strategic look to help you save yourself from the shipwreck? Time is shortening. Yesterday’s votes can go up in smoke.

Los discursos, las actitudes y las amenazas de Evo Morales y de Luis Arce Catacora contra lo que podemos ilustrar cómo la élite productiva, a la que parecería quieren ahogar, contradice el objetivo nacional de enfrentar la crisis económica.

No es una consigna ideológica de encono contra los ricos, pues hay millonarios que gozan del amparo oficial. ¿Acaso los hermanos García Linera devolvieron los 400.000 dólares robados a la universidad pública? ¿Acaso se aísla a los clanes narcos que lucen mansiones, finos autos, clubes de fútbol y avionetas? ¿Algún dueño de lujosos vehículos y salones de fiesta en Ivirgarzama enfrenta inspecciones del SIN?

Carlos Valverde considera que Arce odia a Santa Cruz. Otros analistas lamentan la vendetta contra la región que contuvo el avance del Movimiento al Socialismo en momentos de tensión política. Muchos, dentro y fuera de ese departamento, difunden mensajes de protesta por el maltrato a los cruceños. Morales los calificó de flojos; cuando la prensa paceña reprodujo el desatino, la respuesta fue enjuiciar a varios medios de comunicación. Esta semana maltrató a los jóvenes que lograron derribar su autoritarismo llamándolos “pandilleros”.

Una mirada más larga muestra que el resentimiento del dúo Arce/Morales abarca no solamente a una región sino a un sector de personas, entidades y empresas que –paradójicamente– deberían ser fortalecidas para mejorar la economía nacional. Da la impresión de una hostilidad hacia ellos, aunque son los responsables de la modernidad productiva del país. ¿Quizá porque son una élite con estudios superiores, con conocimiento técnico, con capacidad de imaginar cómo mejorar sus emprendimientos?

Cuando Arce dispuso el segundo aguinaldo hubo reclamos porque la medida afectaba a industrias, servicios turísticos, clubes, asociaciones profesionales; a pequeñas y medianas empresas. Él respondió altivo que habían ganado dinero suficiente. Él pagaba el segundo aguinaldo con plata del Estado y con los aportes de los bolivianos legales. ¿Alguna vez supo cuántos empleos legales se perdieron o cuántas iniciativas productivas cerraron sus puertas como efecto de esa medida?

La ojeriza es justamente contra los que podrán ser aliados estratégicos para los planes económicos y sociales del Gobierno, si los tuviera. Más impuestos, más controles, más persecución contra las empresas que luchan por sobrevivir en un ambiente que no es propicio, pues Bolivia no cuenta con facilidades para acceder competitivamente a la electricidad, al Internet, al transporte internacional, a los mercados externos. Enfrentan trámites enredados, aduanas ineficientes, burocracia y corrupción.

Si el binomio Arce-Morales dedicase sus horas de ocio a leer la historia política y económica boliviana (esa historiografía que recoge datos y biografías), más allá de narrativas ideologizadas, aprenderían a respetar a esa élite productiva a la que desprecian.

Podrían imitar a esos migrantes que crearon las marcas emblemáticas de alimentos, embutidos, pastas, gaseosas, cervezas; a tantos bolivianos que producen café, té, arroz, aceite, vinos, telas, cartones, cemento, muebles, panes y galletas, máquinas, sueros, jarabes, pomadas, pinturas, quinua, quesos, chocolates.

Luis Arce eligió a un gabinete con ministros enmudecidos y cada ministerio es una olla de grillos, donde triunfa el responsable de recursos humanos que cobra los diezmos. De ahí no saldrán buenos consejos. ¿No tendrá un pariente, un buen amigo, un conocido con una mirada estratégica que lo ayude a salvarse del naufragio? El tiempo se acorta. Los votos de ayer pueden volverse humo.
