Yesterday’s Pagina Siete editorial recalls an earlier interview with Bolivian Foreign Affairs minister. Where Choquehuanca had mentioned he once told American diplomats: “… we prefer not to receive cooperation but to have good relations.” According to this government, this impasse is in the verge of being resolved. Apparently the problem relied on a clause proposed by USA regarding on how to handle controversial issues of former bilateral accords. Such clause was re=drafted and is being evaluated by both countries. If accepted, which is probable, signing will take place. The editorial continues with an evaluation comparing this and previous governments and the relationship with the USG. The main complaint of this government is how the American cooperation ends up being channeled mainly thru NGOs. Thus, government priorities’ were not being addressed nor had they control over those funds, which remained inaccessible. According to this editorial, this government prefers zero cooperation, if that is going to the “opposition,” which means civil society that does not belong to the ruling party.
Editorial concludes saying if this agreement gets signed, the USA will cooperate according to the Bolivian State conditions, which is viewed as positive. The pending issue about this cooperation, pertaining to the Bolivians, relies on its use. It should be impartial, not politicized, and objective. Although, the editorial concludes it will be difficult, taking into account how this government performs.
