Cynicism and Lies: Dictatorial Project

To get out of a crisis, the first thing to do is admit it. However, this is not the case in Bolivia, as President Arce insists on denying it. For years, he told us that Bolivia was shielded from the likely economic crises that affect all countries. It was a time when he praised himself, claiming he had invented an extraordinary economic model, impossible to surpass. He, who was Minister of Economy throughout Evo Morales’s government, spoke of the “Bolivian miracle,” without explaining that until 2014 Bolivia experienced an extraordinary boom in hydrocarbon and mineral prices. With unprecedented money flowing into the country, during the MAS years, $60 billion was squandered and $15 billion from international reserves was gambled away.

Arce, along with Morales, were co-responsible and accomplices in the squandering and lack of investment in exploration, which is why today Bolivia has no more hydrocarbons to export. Morales and Arce are responsible for investments in state-owned companies that are deficit-ridden and for having tripled the number of public officials to have a MAS client base that applauds them. Together, they have concealed the major corruption phenomena of MAS. Both have contributed to the legal and illegal expansion of coca fields, which now, in 2024, leads to Bolivia exporting cocaine. They have had a permissive policy towards drug trafficking businesses, making Bolivia a place for the production of cocaine and basic paste, and also allowing the transit of Peruvian paste and cocaine. It is not surprising that today they accuse each other of being defenders of drug trafficking.

Arce and Morales were well aware of all the corruption phenomena of the MAS regime. They agreed to silence everything and furthermore implemented a policy of prebendal co-optation of all social movements. Intentionally, they corrupted them to be loyal to the government, as they were with Morales and are now with Arce. The so-called “moral reserve of humanity,” the social movements, turned out to be more corrupt than any organization and more obsequious to state power because they depend on it prebendally. That’s why they used to defend the “brother” Evo and now they burn incense for the “brother” Lucho.

This behavior was not far from the human rights or gender advocacy NGOs, which did their work before MAS, but when MAS came to power, they were silent about human rights violations and attacks on women. These NGOs, before defending human rights or gender issues, only defended their so-called leftist militancy, which, as we now know, had an authoritarian subconscious. Hence, they were pleased with MAS’s authoritarianism. Some of these NGOs have reconsidered and returned to their origins, and thus are being repressed. However, most of them were co-opted by state power. It is not surprising that they said nothing about the misogynistic behavior of MAS members; they did not demand a dignified pension for Morales’s children nor did they speak out against the pedophilic behavior of their leaders.

The so-called community social model was a big lie. MAS never believed in the community; they believe more in the market logic, which coca growers and cooperatives love. There was no such model; what there was, was a stroke of luck with an extraordinary economic boom that was squandered and led us to the crisis and economic situation we are in today. But worse, Morales and Arce, along with the entire MAS, led us to the worst crisis of values ever. They led us to the absence of ethics and imposed a policy of lies and cynicism from the state. However, neither of them believe themselves to be guilty of anything and they try to take over the state to continue administering it unethically. Neither of them believes in democracy; their aim is authoritarianism and dictatorship, which is why their allies are Venezuela, Iran, Cuba, or Nicaragua; that is the model they pursue.

It is time for Bolivians to say no to both of them and their entire party, whose members idolize them only for sectarian interests. Those of us who believe in democracy must be certain that in 2025 they will try to commit a fraud like Venezuela’s to establish their dictatorship. We must stay alert to defend democracy against this dictatorial desire of MAS, Arce, or Morales.
