El Diario:

The gas has run out and the Government “does not have money”

Arce Catacora was Evo Morales’ Minister of Economy.

The President of the State, Luis Arce Catacora, publicly admitted yesterday that “the gas has run out” and that his government no longer has the resources to meet the demands of the population. He insisted that “the right” and the “evista” wing of the Movement for Socialism (MAS) are preventing further projects by rejecting the approval of credits.

This strong revelation was made in the town of Sapahaqui, department of La Paz, during the inauguration of the XX ordinary congress of the Unique Departmental Federation of Indigenous Origin Women Peasants of La Paz “Bartolina Sisa,” amid its preliminary events to the MAS congress in El Alto.

He said that his government “no longer has the money it had before, (because) the gas has run out,” referring to the fact that during the tenure of former president Evo Morales, resources from gas exports were abundant.

Arce’s statement comes as the Plurinational Legislative Assembly (ALP) has been awaiting the official report from the Minister of Hydrocarbons, Franklin Molina, on the certification of gas reserves for 2022 for several months.

The head of state criticized the attitude of “evista” legislators and opposition members because they do not approve some external credits for various projects in the country. One of them was related to the rejection of a loan for the expansion of the Coffee Cable Car that occurred last week. [Bolivian Thoughts opinion: It makes no sense that having NO money, government does not make real adjustments, reducing bureaucracy, shutting down state-owned companies that are NOT producing revenues; revising taxes, export quotas so that the private sector can continue to provide sustainable employment and generate income for all. Asking for more credits to continue to spend is not only counterproductive, illogical, absurd but true incompetence!]

“We are returning to exploration to see if there is more gas. Sisters, brothers, we don’t have those resources and when we try to borrow, the right and the evista wing deny us approval of credits in the Assembly. When there are demands for more projects, there is no money to draw from, and that cannot be, they are attacking the pockets and the economy,” he said.

“They don’t want us to do projects, they don’t want us to progress, and then they say the economy is bad. But they are the ones to blame, brothers. They are the ones strangling, choking the Bolivian people’s economy,” he asserted while announcing that his Government’s response will be reflected at the ballot box.

Arce argues that “the right” and the Morales sympathizing faction have been claiming that the Government’s rating is dropping because it mismanages the economy. He pointed out that these opponents allegedly do not even read external reports, as Bolivia has not missed a single payment on its external debt “not a single cent and not a single day.”

He also stated that the basis for rating agencies to downgrade Bolivia’s country risk is the political problem in the Assembly, which does not allow the approval of credits to boost project attention for all municipalities. According to his speech, despite the blockade in the Legislature, his Government, called the “industrialization,” will continue to carry out projects.

At the end of his statement, he wished for the Bartolinas congress to emerge strengthened for the upcoming MAS congress in El Alto, where it will be decided whether the blue party will continue under the “dedazo” culture or strengthen its social organizations to support the national Government.
