New Plundering of the Bolivian State?

An audit conducted by Yacimientos del Litio Bolivianos (YLB) on the construction of the evaporation pools at the lithium plant in the Uyuni salt flats concluded that at least four crimes were committed in this project, resulting in an economic damage of 425 million Bolivianos to the national treasury.

The audit preliminarily concludes that irregularities (crimes) were committed in the construction of 18 evaporation pools at the lithium plant, preventing it from operating at its full capacity to produce around 15,000 metric tons of lithium carbonate annually.

This means that, in addition to the economic damage caused to the State by the deficient construction of the evaporation pools, the country is losing significant economic resources because it is not producing lithium carbonate in the quantities intended for international market delivery.

Héctor Córdova, an analyst at the Jubileo Foundation, interviewed by El Deber, pointed out that the country has missed out on at least 1 billion dollars in profits due to this issue, considering that the price of lithium carbonate reached $90,000 per ton in 2022.

If the investigation into this case confirms that the 10 former officials accused are responsible for the crimes they are charged with, they will have to receive the appropriate prison sentences, in addition to compensating for the millionaire economic damage, in order to set a precedent against embezzlement of resources.

In his defense, after his arrest, former minister Luis Alberto Echazú, one of the accused, claimed that the Government is trying to blame him to justify its negligence in maintaining this plant, a situation that, according to him, has led to the failure of this project, at least up to this point.

The investigation into this case must go to the root, as these are economic resources that could have been used in health, education, and basic services projects, among others, which are desperately needed by the population, especially vulnerable sectors.

It is also urgent to address the deficiencies in the plants being built in the Uyuni salt flats, as the country urgently needs income from the sale of lithium carbonate and other products that are part of lithium industrialization, a project that, according to the Government, is an option to strengthen the country’s economy in the coming years.

But if the mistakes made are not corrected and those who committed crimes while in office are not punished, the population will once again have lost the opportunity to achieve economic stability and a better quality of life.
