Luis’ dilemma
From the first day of his inauguration, the cabinet of President Luis Arce ruled for Evo Morales. Then to the hardest core of his electorate. However, what a paradox! Morales is not satisfied with the cabinet that governed for him. He wants more persecuted, more imprisoned, more unhappy Bolivian families! He wants the total annihilation of everyone he thinks of! In other words: he wants more blood!
In all this time, did you read any great suggestion from the head of the MAS on the economy or on public policies for the benefit of Bolivians? Did you hear words of conviviality and peace from his lips?
The head of the MAS is sure that Luis Arce owes him the job. And this one still thinks he does. For this reason, the agenda of the head of state, in these 14 months, was marked by three issues: 1) Persecution, baptized by masismo as Coup; 2) economy, and 3) health. For this reason, his most mediatic ministers were those of Government and Justice. Both appeared more for their statements and actions against the opposition that governed after the head of the MAS fled the country in 2019.
The Minister of Economy shined later. Meanwhile, the head of Health appeared due to the pandemic.
Now, I go to the effects of the indicated agenda: who does the persecution issue favor? To the head of the MAS because he changes his image from a tyrant to that of a victim. Who does it disadvantage? To Luis Arce because he presents him to the public perception as a puppet president.
Who benefits from the issue of the economy? To Luis Arce because he ratifies him as the author of the so-called “economic miracle.” Who does it disadvantage? To the head of the MAS because it reveals that he had nothing to do with the economic boom that coincided with his period of government.
Who benefits from the health issue? To Luis Arce because he presents him as a ruler concerned about the people. Who does it harm? To the head of the MAS because if he wants to be a candidate in 2025 he would have to face the two dimensions of the powerful image of Luis Arce: author of the “miracle of reactivation” (if the miracle occurs) and a good-hearted man who cares about the people’s health.
Didn’t people wish each other on the New Year: health and money; money and health? I don’t know anyone who has wished for the other: more persecution, more hatred, more incarceration, more mounting evidence to make Bolivian families unhappy.
The head of the MAS does not want President Luis Arce to do well because if it goes well for Arce, it will go badly for him; he doesn’t want to because if President Luis Arce does well, Bolivians will do well and he will do terrible.
On December 30, from the only bastion that remains: the Chapare, the masista chief said that 55% voted “in gratitude for 14 years (of his government)”. He meant: in gratitude to me. But the data disproves it. Luis Arce and David Choquehuanca won without cheating a year after a popular rebellion ousted that tyrant.
That same 30, the head of masismo affirmed: “I do not understand any political reading, it was not Lucho (Luis Arce), but a minister said that the people voted for three things, they voted to improve health, economy and justice.”
That minister has a better reading than the MAS boss. He only lacked to add a cause: he voted for peace and reconciliation (particularly, that 10% that denied their vote to the head of the MAS in 2019).
Given the past context and the scenario that is approaching, if Luis Arce wants to govern with society and for society (including the segment that did not vote for him in 2020, but that can help him win 2025) he would have to outline a technical cabinet, which does not mean that it does not have political actions. The era of lean cows that, according to warnings from Bolivian and foreign economists, is approaching, will need real solutions more than speeches, repression and persecution.
I suppose that Arce realizes that when the head of the MAS says that he wants a political cabinet to defend Lucho, he is really saying: I want a cabinet that continues to defend me (and is practically under my control), and continues to sink Lucho.
I deduce that President Luis is experiencing a dilemma: if he obeys the head of the MAS on the subject of his cabinet, he will ratify his image as a ventriloquist’s puppet doll. If he ignores it, he can earn the resentment and eternal enmity of today’s puppeteer. Perhaps he is looking for a rapprochement between arcistas, evistas and choquehuanquistas, but the powerful do not like to reconcile, but rather to impose.
It is possible that the dim lights show Arce that his political liberation could generate serious immediate governance problems; but if he switches to high beams, he could see himself in a good future.

El dilema de Luis
Desde el primer día de su posesión, el gabinete del presidente Luis Arce gobernó para Evo Morales. Luego, para el núcleo más duro de sus electores. Sin embargo, ¡qué paradoja!, Morales no está satisfecho con el gabinete que gobernó para él. ¡Quiere más perseguidos, más encarcelados, más familias bolivianas infelices! ¡Quiere la aniquilación total de todo aquel que piensa! Dicho de otra forma: ¡quiere más sangre!
En todo este tiempo, ¿acaso leíste alguna sugerencia genial del jefe del MAS sobre economía o sobre políticas públicas en beneficio de los bolivianos? ¿Acaso escuchaste de sus labios palabras de convivencia y paz?
El jefe del MAS está seguro que Luis Arce le debe el cargo. Y éste aún cree que sí. Por ello, la agenda del jefe del Estado, en estos 14 meses, fue marcada por tres temas: 1) Persecución, bautizado por el masismo como Golpe; 2) economía, y 3) salud. Por eso, sus ministros más mediáticos fueron los de Gobierno y de Justicia. Ambos aparecieron más por sus declaraciones y acciones contra la oposición que gobernó después que el jefe del MAS huyó del país en 2019.
El Ministro de Economía destacó después. En tanto, el titular de Salud apareció por la pandemia.
Ahora, voy a los efectos de la agenda señalada: ¿a quién favorece el tema persecución? Al jefe del MAS porque cambia su imagen de tirano por la de víctima. ¿A quién desfavorece? A Luis Arce porque lo presenta ante la percepción pública como un presidente títere.
¿A quién beneficia el tema de la economía? A Luis Arce porque lo ratifica como autor del llamado “milagro económico” ¿A quién lo desfavorece? Al jefe del MAS porque revela que éste no tuvo nada que ver en la bonanza económica que coincidió con su periodo de gobierno.
¿A quién beneficia el tema salud? A Luis Arce porque lo presenta como un gobernante preocupado por la gente. ¿A quién perjudica? Al jefe del MAS porque si quiere ser candidato el 2025 tendría que enfrentar las dos dimensiones de la potente imagen de Luis Arce: autor del “milagro de la reactivación” (si se produce el milagro) y hombre de buen corazón que se preocupa de la salud de la gente.
¿Acaso las personas no se desearon en Año Nuevo: salud y dinero; dinero y salud? No conozco a alguien que haya deseado al otro: más persecución, más odio, más encarcelados, más montaje de pruebas para hacer infelices a familias bolivianas.
El jefe del MAS no quiere que le vaya bien al presidente Luis Arce porque si le va bien a éste, a él le irá mal; no quiere porque si le va bien al presidente Luis Arce, le irá bien a los bolivianos y a él le irá pésimo.
El 30 de diciembre pasado, desde el único bastión que le queda: el Chapare, el jefe masista dijo que el 55% votó “en agradecimiento a los 14 años (de su gobierno)”. Quiso decir: en agradecimiento a mí. Pero los datos lo desmienten. Luis Arce y David Choquehuanca ganaron sin hacer fraude un año después de que una rebelión popular echó a aquel tirano.
Ese mismo 30, el jefe del masismo afirmó: “No entiendo alguna lectura política, no era Lucho (Luis Arce), pero un ministro decía que el pueblo votó por tres cosas, votó dice para mejorar la salud, economía y justicia”.
Ese ministro tiene mejor lectura que el jefe masista. Sólo le faltó agregar una causa: votó para que haya paz y reconciliación (particularmente, ese 10% que le negó su votó al jefe del MAS en 2019).
Dados el contexto pasado y el escenario que se aproxima, si Luis Arce quiere gobernar con la sociedad y para la sociedad (incluido el segmento que no votó por él en 2020, pero que le puede ayudar a ganar el 2025) tendría que perfilar un gabinete técnico, lo que no significa que éste no tenga acciones políticas. La era de las vacas flacas que, según alertas de economistas bolivianos y extranjeros, se aproxima necesitará soluciones reales más que discursos, represión y persecución.
Supongo que Arce se da cuenta de que cuando el jefe del MAS dice que quiere un gabinete político para que defienda a Lucho, en realidad está diciendo: quiero un gabinete que me siga defendiendo (y esté prácticamente bajo mi control), y siga hundiendo a Lucho.
Deduzco que el presidente Luis experimenta un dilema: Si obedece al jefe del MAS en el tema de su gabinete, ratificará su imagen de muñeco títere de ventrílocuo. Si lo ignora, puede ganarse el resentimiento y enemistad eterna del hoy titiritero. Quizá busque un acercamiento entre arcistas, evistas y choquehuanquistas, pero al poderoso no le gusta conciliar, sino imponer.
Es posible que las luces cortas, muestren a Arce que su liberación política podría generarle serios problemas inmediatos de gobernabilidad; pero si cambia a luces altas, podría verse en un buen futuro.
