The occurrences of the State Attorney
Apart from the pressure exerted by his co-partisans regarding the formation of his cabinet of ministers, the President of the State must also endure the questionable occurrences of some high authorities that he himself appointed.
This is the case of the Attorney General of the State, whose most notorious professional precedent before being appointed to these functions is having been a lawyer for former President Morales after his resignation and flight from the country.
Indeed, the latest occurrence of this public servant has been to attribute the escalation of Covid-19 infections in Santa Cruz to a conspiracy.
According to him, “the right is conspiring. And it has deliberately conspired in Santa Cruz. We have results, we have figures. How many patients are there? And why don’t the other regions have the same explosion of infected that there has been?
The declarations of that authority provoked the reaction of the people of Santa Cruz, beginning with their Governor, who summarizes those of other personalities, political and non-political, of that department.
“The exponential growth of infections is a process that is taking place not only in Santa Cruz (…). Only a sick political mind is capable of blaming us for the growth of this pandemic that is hitting the whole world,” the highest departmental authority from Santa Cruz protested on Twitter.
The president of the Pro-Santa Cruz Civic Committee supports the suggestion that the Attorney General suffers from a mental pathology, and advises “that someone do, at least, a psychological examination of the Attorney General.”
More than a behavioral disorder, the attitude of that national authority is perhaps due to its interest in standing out, among its co-supporters, executing eminent political actions and outside the exercise of its powers.
It wouldn’t be the first time something like this has happened. In September of last year, the Attorney General took the initiative to carry out, for almost a week, a recount of the electoral records of the fraudulent elections of 2019. An action that lacks legal value according to the president of the Supreme Electoral Tribunal.
There is a common element in these two actions: four months ago and, more likely now, days before the celebration of Plurinational State Day, it seems inevitable that the President will decide changes in his cabinet of ministers.
And the prospect of directing a State portfolio must be among the aspirations of this official who makes him speak of himself, not as a Prosecutor, but as a masista concerned with attracting attention.
Las ocurrencias del Procurador del Estado
Aparte de las presiones que ejercen sus copartidarios respecto de la conformación de su gabinete de ministros, el Presidente del Estado debe soportar también las ocurrencias cuestionables de algunas altas autoridades que él mismo designó.
Es el caso del Procurador General del Estado, cuyo precedente profesional más notorio antes de ser posesionado en esas funciones es haber sido abogado del expresidente Morales después de su renuncia y fuga del país.
En efecto, la última ocurrencia de este servidor público ha sido atribuir a una conjura la escalada de contagios de Covid-19 en Santa Cruz.
Según él, “la derecha está conspirando. Y ha conspirado de manera deliberada en Santa Cruz. Tenemos resultados, tenemos cifras. ¿Cuántos enfermos hay allá? ¿Y por qué las otras regiones no tienen la misma explosión de infectados que ha habido?”.
Las declaraciones de esa autoridad provocaron la reacción de los cruceños, comenzando por su Gobernador, que resume las de otras personalidades, políticas y no políticas, de ese departamento.
“El crecimiento exponencial de los contagios es un proceso que se está dando no sólo en Santa Cruz (…). Sólo una mente enferma politiquera es capaz de culparnos por el crecimiento de esta pandemia que golpea a todo el mundo”, protestó, en Twitter, la máxima autoridad departamental cruceña.
El presidente del Comité Cívico Pro Santa Cruz respalda la sugerencia de que el Procurador padezca una patología mental, y aconseja “que alguien le haga, cuando menos, un examen psicológico al Procurador”.
Más que a un desorden conductual, la actitud de esa autoridad nacional obedece quizás a su interés por destacarse, entre sus copartidarios, ejecutando acciones eminentes políticas y ajenas al ejercicio de sus competencias.
No sería la primera vez que ocurre algo así. En septiembre del año pasado, el Procurador tuvo la iniciativa de efectuar, durante casi una semana, un recuento de actas electorales de las elecciones fraudulentas de 2019. Una acción que carece de valor legal según el presidente del Tribunal Supremo Electoral.
Hay un elemento común en esas dos acciones: hace cuatro meses y, con mayor probabilidad ahora, días antes de la celebración del Día del Estado Plurinacional, parece inevitable que el Presidente decida cambios en su gabinete de ministros.
Y la perspectiva de dirigir una cartera de Estado debe estar entre las aspiraciones de este funcionario que hace hablar de él, no como Procurador, sino como un masista preocupado por llamar la atención la atención.
