Bolivia, the failure of politics
If the Government of Luis Arce believes that by ignoring, neglecting or repressing the protest in Santa Cruz, and now also in Potosí, it is going to overcome the most serious crisis of its administration, it is that it does not understand politics or learn from the recent history of a country which has given enough signals to know that here a conflict has a circular, spiraling trajectory, from the inside out: the day that passes, the tension and violence become greater.
Three days after a practically total stoppage in Santa Cruz, in the city everyone compares these days with the historic 21 days of 2019: they are the same “pititas”, the same neighbors, the same common pots, the same roundabouts, the same protocol of getting off the bike and walking past the blockade, the same resupply pause, and this time a premature weariness with a government that in a short time has crossed the line of disenchantment and mistrust.
What is the Government waiting for to respond to the demands for now counted by the mobilized sectors? If Luis Arce needed a rope from which to hold on to begin to address the claims and contribute to the normalization of the country, that rope has been extended to him by the mayors of Santa Cruz and Tarija with letters asking for dialogue, and yesterday also the Catholic Church that offered to facilitate understanding.
It is still time to stop the advance of the fire before the fire becomes uncontrollable; It is still time to stop the police repression and the actions of armed and hooded paramilitary elements operating under the protection of the National Police and occupying vehicles that are under the control of the Ministry of Government.
Sending Bolivians to confront Bolivians is a strategy imported from the Venezuela of Hugo Chávez and Nicolás Maduro, which is precisely what the Bolivians do not want. In fact, if for one reason Law 1386 and others are rejected, it is because it is feared that they will lead Bolivia to the path of that country and Nicaragua, both allies of Luis Arce.
The Government does not have to wait for more deaths. There is already one, and the dead are not from one side or the other, they are Bolivians just as they mourn the country. The deceased are not trophies, and should not be used to “build cases” or politically motivated witch hunts. A dead man is the failure of politics; it is the language of violence. If there is one dead, it is because confrontation prevailed and not dialogue, which is what politics would have to deal with.
Neither is repression and police abuse the way. A policeman who sprays gas in the face of a defenseless woman on her knees from a meter away is a cowardly policeman who does not deserve to have been born from the womb of another woman. Police officers armed to the teeth pointing at children or young people on bicycles are just as cowardly as the first; it is the defeat of the rule of law, it is the prevalence of authoritarianism; it is the announcement of the arrival of State terrorism.
President Luis Arce, Vice President David Choquehuanca, Ministers Eduardo del Castillo and Iván Lima or those who direct them by remote control or hide other intentions or ignore that the police repression only inflames the spirits of those who protest and if they achieve something is to encourage continue and add more supporters to the strike or blockade with more force than before.
Thus begin the great human tragedies. Someone tell the president to stop, that this is not the way, to listen to the calls for dialogue, to listen to the people. He is president even of the Bolivians who are currently unemployed and on lockdown, and it is his obligation to listen to them.

Si el Gobierno de Luis Arce cree que ignorando, ninguneando o reprimiendo la protesta de Santa Cruz, y ahora también Potosí, va a superar la crisis más grave de su gestión, es que no entiende de política ni aprende de la historia reciente de un país que ha dado señales suficientes para saber que aquí un conflicto tiene una trayectoria circular, en espiral, de adentro hacia afuera: día que pasa, la tensión y la violencia se hacen más grandes.
Tres días después de una paralización prácticamente total en Santa Cruz, en la ciudad todos comparan estas jornadas con los históricos 21 días de 2019: son las mismas “pititas”, los mismos vecinos, las mismas ollas comunes, las mismas rotondas, el mismo protocolo de bajar de la bicicleta y pasar caminando el punto de bloqueo, la misma pausa de reabastecimiento, y esta vez un prematuro cansancio con un Gobierno que en poco tiempo ha cruzado la línea del desencanto y la desconfianza.
¿Qué está esperando el Gobierno para dar una respuesta a las demandas por ahora contadas de los sectores movilizados? Si Luis Arce necesitaba una cuerda de donde sujetarse para comenzar a atender los reclamos y contribuir a la normalización del país, esa cuerda se la han extendido los alcaldes de Santa Cruz y Tarija con sendas cartas que piden diálogo, y ayer también la Iglesia católica que se ofreció para facilitar el entendimiento.
Aún es tiempo para detener el avance del fuego antes de que el incendio se torne incontrolable; aún es tiempo de frenar la represión policial y la actuación de elementos paramilitares armados y encapuchados que operan con protección de la Policía Nacional y ocupando vehículos que están bajo el control del Ministerio de Gobierno.
Enviar a enfrentar a bolivianos contra bolivianos es una estrategia importada de la Venezuela de Hugo Chávez y Nicolás Maduro, que es precisamente lo que no quieren los bolivianos. De hecho, si por una razón la ley 1386 y otras se rechazan es porque se teme que conducirán a Bolivia al camino de ese país y de Nicaragua, ambos aliados de Luis Arce.
No tiene el Gobierno que esperar más muertos. Ya hay uno, y los muertos no son de uno o de otro bando, son bolivianos por igual que enlutan al país. Los fallecidos no son trofeos, y no debieran utilizarse para “armar casos” ni cacería de brujas con motivación política. Un muerto es el fracaso de la política; es el lenguaje de la violencia. Si hay un muerto es porque prevaleció el enfrentamiento y no el diálogo, que es de lo que tendría que ocuparse la política.
Tampoco la represión y el abuso policial es la vía. Un policía que a un metro de distancia rocía gas en el rostro de una mujer indefensa que está de rodillas es un policía cobarde que no merece haber nacido del vientre de otra mujer. Policías armados hasta los dientes encañonando a niños o jóvenes en bicicleta son igual de cobardes que el primero; es la derrota del Estado de derecho, es la prevalencia del autoritarismo; es el anuncio de la llegada del terrorismo de Estado.
El presidente Luis Arce, el vicepresidente David Choquehuanca, los ministros Eduardo del Castillo e Iván Lima o quienes los dirijan a control remoto o esconden otras intenciones o ignoran que la represión policial solo enardece los ánimos de los que protestan y si algo consiguen es alentar a continuar y sumar más simpatizantes al paro o el bloqueo con más fuerza que antes.
Así comienzan las grandes tragedias humanas. Que alguien le diga al presidente que se detenga, que ese no es el camino, que escuche los llamados al diálogo, que escuche al pueblo. Él es presidente incluso de los bolivianos que hoy están en paro y en bloqueos, y es su obligación escucharles.
