¿Hay siquiera una, una sola cosa que haya hecho bien Arce en sus ya varios meses de supuesto gobierno?
Absolutamente ninguna. Nada más que afanes represivos, nada más que pachangas con que diseminar la corrupción, es decir hacer públicos regalos con plata de bolsillo ajeno. Parece que este señor no acaba de enterarse de que ni los bienes ni la plata del erario nacional son de uso discrecional (algo que jamás pudo entender Evo Morales).
Se tiene la sensación, además, de que Arce ni siquiera ha ‘gobernado’ en serio, en ningún momento. Como si, hasta ahora, no hubiera hecho nada más que lo que le dicen que haga. El país ha sido entregado a cuanta agrupación masista o aliada lo reclame y ahí están, ahí se lo reparten. Sin importar, por ejemplo, que se trate de cosas tan delicadas como la cultura, la educación o la política exterior.
¿Han visto ustedes, alguna vez, qué pasa con una casa cuyo cuidado y mantenimiento ha sido abandonado por más tiempo del debido? Se derrumban los tejados, se agrietan las paredes, crece incontrolada la maleza, se borran los senderos del jardín y vista de lejos, al cabo de poco, no parece más que una guarida de malhechores.
Acaba ocurriendo lo que en Venezuela a la que, inteligentemente, Paula Vásquez Lezama dedica un reciente libro llamado País fuera de servicio. En él cuenta que Chávez “Desmontó todo, desde las instituciones del Estado liberal –fundadas en la separación de poderes, la alternabilidad en los cargos políticos, la confianza en el voto y la convivencia entre adversarios–, pasando por la educación pública y privada y el sistema de salud, hasta la capacidad instalada en cuanto a servicios públicos, abastecimiento y parque industrial”. Hasta ir a dar en “una tiranía sin contemplaciones, cuya pasión política más conspicua es el resentimiento”.
A la “ineptitud revolucionaria” se une un “extractivismo brutal”, de manera que “la depredación ha sido esencial en el mantenimiento de la dictadura, pues asegura fondos y voluntades más allá de la ideología”. Gisela Kozak, en su reseña del libro en Letras Libres, también señala que “Colonia de una republiqueta paupérrima como Cuba, Venezuela es la encarnación en la realidad de las distopías del cine y la literatura del siglo XX”.
Peligros de naturaleza semejante acechan a Bolivia al no haber ningún gobierno real y destruirse las instituciones que, con tanto trabajo, y décadas, se habían ido formando. Ahora todos hacen, simplemente, lo que les da la gana. Cooperativistas mineros, cocaleros masistas, avasalladores en Oriente. A sacar tajada llena, por las buenas o las malas. Bloqueos constantes, por doquier, por cualquier cosa. Todo se cae, internamente y también externamente: la diplomacia internacional ya tendrá tipificada a Bolivia, tanto por el fraude como por su vergonzoso apoyo a verdaderos delincuentes políticos (acaba de votar a favor de la cruel represión de Ortega, se opone a censurar a Corea del Norte, hace genuflexiones devotas ante el castrismo, etc).
Y mientras tanto, mientras la casa del país se vacía al ir siendo aniquiladas sus instituciones, Arce y los suyos pierden todo su tiempo y energía en revolcarse en pantanos de su propia creación. Dale que dale con la mórbida alucinación del golpe. Hacer desaparecer un fraude y hacer aparecer un golpe: creen que son como unos David Copperfield de la realidad. Que ésta obedece a los decretos y las fantasías de quienes detentan el poder, sin entender qué y para qué puede ser éste y confundiéndolo con una varita mágica, reforzada por la capacidad de reprimir y encarcelar. De ahí no pasan. Carecen de la inteligencia y cultura necesarias para imaginar nada más. Por ejemplo, para gobernar.
El Estado, aparte de haber sido privatizado por ellos mismos, como bien dice Ricardo Calla, ha sido sustituido nada más que por un extenso organigrama de puestos y salarios, un rol de aprovechamiento de regalos, comisiones, sueldazos y ventajas, una gigantesca matriz de oportunidades que exprimir. Los ejemplos son cientos, los hay a diario. Hasta el momento, no hemos visto otra cosa. Es que no hay más que ver; cualquier cuidado, precaución, principios, etc., hace rato que fueron echados por la borda. Reemplazados, además, por los gigantescos, incesantes esfuerzos, que despliegan, bajo la opaca luz de sus fantasías. Sustentar dos falsedades tan gigantescas les está resultando imposible, por muy desvergonzados que sean los torpes recursos que tratan de emplear, en vano. No están pudiendo ni nunca lo podrán. Evo quedará como fraudulento, por los siglos de los siglos y tampoco lo del golpe se la cree nadie. Lo malo es que todos quedamos entrampados en esto: en tonteras.

Absolutely none. Nothing more than repressive efforts, nothing more than pick-up-games with which to spread corruption, that is, to make public gifts with money from someone else’s pocket. It seems that this man has not just learned that neither the goods nor the money of the national treasury are for discretionary use (something that Evo Morales could never understand.)
There is also the feeling that Arce has not even “ruled” seriously, at any time. As if, until now, he has done nothing more than what he is told to do. The country has been handed over to any masista or allied group that claims it and there they are, there they distribute it. Regardless, for example, that it is about such delicate things as culture, education or foreign policy.
Have you ever seen what happens to a house whose care and maintenance has been neglected for longer than it should? The roofs collapse, the walls crack, the undergrowth grows uncontrollably, the paths of the garden are erased and seen from afar, after a short time, it seems nothing more than a den of evildoers.
What ends up happening in Venezuela to which, intelligently, Paula Vásquez Lezama dedicates a recent book called Country out of service. In it she tells that Chávez “dismantled everything, from the institutions of the liberal State –based on the separation of powers, the alternation in political positions, confidence in the vote and the coexistence between adversaries–, passing through public and private education and the health system, up to the installed capacity in terms of public services, supply and industrial park.” Until going to give in “a tyranny without contemplations, whose most conspicuous political passion is resentment.”
To the “revolutionary ineptitude” is added a “brutal extractivism,” so that “depredation has been essential in the maintenance of the dictatorship, as it ensures funds and wills beyond ideology.” Gisela Kozak, in the review of her book in Letras Libres, also points out that “A colony of a very poor republic like Cuba, Venezuela is the embodiment in reality of the dystopias of cinema and literature of the twentieth century.”
Dangers of a similar nature threaten Bolivia as there is no real government and the institutions that, with so much work, and decades, had been forming, are being destroyed. Now everyone just does what they want. Mining cooperatives, masistas coca growers, squatters in the East. To get a full slice, by hook or by crook. Constant blockades, everywhere, for anything. Everything falls apart, internally and also externally: international diplomacy will already have Bolivia typified, both for fraud and for its shameful support for real political criminals (he has just voted in favor of the cruel repression of Ortega, he opposes censuring North Korea, genuflects devoutly to Castroism, etc).
And meanwhile, while the country’s house empties as its institutions are being wiped out, Arce and his people waste all their time and energy wallowing in swamps of their own creation. Going on and on with the morbid hallucination of the coup. Make a fraud disappear and make a coup appear: they think they are like David Copperfields from reality. That it obeys the decrees and fantasies of those who hold power, without understanding what and what it can be for and confusing it with a magic wand, reinforced by the ability to repress and imprison. From there they do not pass. They lack the intelligence and culture to imagine anything else. For example, to rule.

Evo will remain as a fraud, forever and ever and neither does anyone believe him about the coup. The bad thing is that we all get caught up in this: in nonsense.
