The power before the throne
Former President Evo Morales is not the power behind the throne, he is the power in front of the throne because he exercises it in the sight and patience of President Luis Arce and of all those who voted for the current president.
For example, he met with the agricultural entrepreneurs of Santa Cruz, who came to him to ask him to “intercede” with Arce to free meat exports and allow the use of GMOs. The appointment was in the Chapare and, far from keeping discretion, the former president spread the photograph through his social networks so that it is clear who governs Bolivia. He could have met those entrepreneurs there, but as he is an egomaniac and delusional authoritarian, he made them travel to his stronghold, where more than 93% of the coca crop goes to the production of cocaine.]
It should be remembered that a few days before that appointment, the Arce government limited the export of meat, put into effect the internal supply certificate and annulled two decrees of former president Jeanine Añez that accelerated the procedures for the use of transgenic seeds.
In addition to the political significance of the photo, it is unfortunate that Bolivian businessmen, job generators and food producers, have to lower their heads to go and pray for better economic management before a man who is not even the president.
This meeting, however, is not the only demonstration of power on the part of Morales. The issue that is marking the Arce government is the persecution against Añez and it is clear that the one who pulls the strings of the case is Morales and those around him, even despite the erosion of the national and international image of the government of Luis Arce. The objectives are also clear: to carry out a revenge against those who expelled him from the Presidency and to regain the position as soon as possible.
Justice, which has lost all credibility in Bolivia, has put itself at the service of the former president not only to persecute his enemies, but to free him and his collaborators from all guilt.
The former president also serves as a parallel chancellor. For example, after the European Parliament resolution calling for the release of Añez, it was he who responded and not Arce or Minister Rogelio Mayta. In fact, he has sent a letter in which he lashes out the European Parliamentarians, accusing them of colonialism.
On the other hand, Morales has recently met with the Venezuelan Foreign Minister, Jorge Arreaza, also in the Chapare, where he has instituted his parallel office. And, there he also carried out international meetings with social movements and has even created, together with them, an organization called Runasur, which tries to emulate the failed Unasur.
In recent days, he has also been seen participating in acts of possession of new authorities and in meetings with regional authorities, in which a line is given for their actions.
For example, he participated in the act of possession of the mayor of Oruro, his nephew Adhemar Wilcarani. There would be nothing to say if he had attended as one more guest, but it happens that he occupied at the forehead in the Court of Justice of that department. He also participated in the symbolic possession of the Governor of Potosí and held meetings with the elected authorities of La Paz, Oruro and Potosí.
Moreover, he called for a national meeting of all the new regional authorities, something that could be healthy for good management coordination, but not with him, but with President Luis Arce.
The appointment of his entourage to key positions is also a sign of how much the ex-president weighs in Arce’s decisions. Five of his former ministers have already been appointed ambassadors. Among them, the one with the highest political profile is Héctor Arce, who was appointed ambassador to the OAS with the explicit mission of calling for accounts for the audit of that body that detected electoral fraud in Bolivia in 2019.
As can be seen, there are isolated events that lead us to affirm that Evo Morales is exercising the power for which Luis Arce was elected. Now that he has been in office for half a year, the president would have to turn this situation around to be at the level of those who entrusted him with his vote.
El poder delante del trono
El expresidente Evo Morales no es el poder detrás del trono, es el poder delante del trono porque lo ejerce a vista y paciencia del presidente Luis Arce y de todos quienes votaron por el actual mandatario.
Por ejemplo, se reunió con los empresarios agropecuarios de Santa Cruz, quienes acudieron a él para pedirle que “interceda” ante Arce para que libere las exportaciones de carne y permita el uso de los transgénicos. La cita fue en el Chapare y, lejos de guardar discreción, el expresidente difundió la fotografía mediante sus redes sociales para que quede claro quién gobierna Bolivia. Hay que recordar que pocos días antes de esa cita, el gobierno de Arce limitó la exportación de carne, puso en vigencia el certificado de abastecimiento interno y anuló dos decretos de la expresidenta Jeanine Añez que aceleraban los procedimientos para el uso de semillas transgénicas.
Amén del significado político de la foto, es lamentable que empresarios bolivianos, generadores de empleos y productores de alimentos, tengan que bajar la cabeza para ir a rogar por una mejor gestión económica ante un hombre que ni siquiera es el presidente.
Este encuentro, sin embargo, no es la única demostración de poder de parte de Morales. El tema que está marcando al gobierno de Arce es la persecución en contra de Añez y está claro que quien mueve los hilos del caso es Morales y su entorno, aún a pesar del desgaste de la imagen nacional e internacional del gobierno de Luis Arce. Los objetivos también están claros: ejecutar una venganza contra quienes lo expulsaron de la Presidencia y recuperar el cargo lo antes posible.
La justicia, que ha perdido toda credibilidad en Bolivia, se ha puesto al servicio del expresidente no solo para perseguir a sus enemigos, sino para liberarlos a él y a sus colaboradores de toda culpa.
El exmandatario también ejerce como un canciller paralelo. Por ejemplo, tras la resolución del Parlamento Europeo que pide la liberación de Añez, fue él quien respondió y no así Arce o el ministro Rogelio Mayta. De hecho, ha remitido una carta en la que fustiga a los europarlamentarios, acusándolos de colonialismo.
Por otro lado, Morales se ha reunido hace poco con el canciller de Venezuela, Jorge Arreaza, también en el Chapare, donde ha instituido su despacho paralelo. Y, allá también llevó adelante encuentros internacionales con movimientos sociales e incluso ha creado, junto a ellos, una organización denominada Runasur, que trata de emular a la fracasada Unasur.
En los últimos días se lo ha visto, además, participar de actos de posesión de nuevas autoridades y en reuniones con autoridades regionales, en las que se da línea para su accionar.
Por ejemplo, participó en el acto de posesión del alcalde de Oruro, su sobrino Adhemar Wilcarani. Nada habría que decir si hubiera asistido como un invitado más, pero ocurre que ocupó la testera en la Corte de Justicia de aquel departamento. También participó de la posesión simbólica del gobernador de Potosí y mantuvo reuniones con las autoridades electas de La Paz, Oruro y Potosí.
Es más, hizo un llamado para realizar una reunión nacional de todas las nuevas autoridades regionales, algo que podría ser saludable para la buena coordinación de la gestión, pero no con él, sino con el presidente Luis Arce.
El nombramiento de su entorno en cargos clave es también una muestra de cuánto pesa el exmandatario en las decisiones de Arce. Cinco de sus exministros ya fueron nombrados embajadores. Entre ellos, el de más alto perfil político es Héctor Arce, que fue designado embajador ante la OEA con la explícita misión de pedir cuentas por la auditoría de aquel organismo que detectó fraude electoral en Bolivia en 2019.
Como se puede ver, no son hechos aislados los que nos llevan a afirmar que Evo Morales está ejerciendo el poder para el que fue elegido Luis Arce. Ahora que se cumple medio año de su gestión, el mandatario tendría que dar un viraje a esta situación para estar a la altura de quienes le confiaron su voto.
