AEVivienda Detects Nonexistent Works and Poor-Quality Housing; Audits Launched in Projects

The new administration reported inherited irregularities and failures in oversight during project execution. The government has ordered improvements in efficiency and efforts to restore public trust.

The new administration of the State Housing Agency (AEVivienda) identified a series of irregularities in projects carried out during the 2025 period, including nonexistent works and housing built with quality deficiencies. As a result, audits have been launched to clarify responsibilities.

The agency’s director, Jorge Eduardo Méndez, stated that these anomalies are linked to a lack of oversight by inspectors, supervisors, and auditors, which led to failures in the execution of housing projects. “We will not cover up past mistakes; we are making the information transparent and taking action so these events are not repeated,” he said.

The authority also reported the existence of improper charges to beneficiaries of the Social Housing Program, as well as weaknesses in internal control mechanisms—issues that are currently under review as part of ongoing audits.

For his part, Minister of Public Works Mauricio Zamora instructed that efficiency in the execution of public resources be strengthened, with the aim of restoring citizens’ trust. In this regard, he noted that improving and modernizing services is part of the core pillars of President Rodrigo Paz’s administration.

The findings were presented during the 2025 Public Accountability Report, held virtually, where the institution outlined the current status of projects and the initial measures aimed at strengthening oversight, increasing transparency in management, and ensuring access to decent housing.
