The Vice Minister of Transparency, Yamil García, reported that the Hydrocarbons Truth Commission managed to uncover the existence of an institutional structure of “extortion” linked to the fuel sector.

According to his explanation, payments were demanded in exchange for authorizations for service stations and for fuel loading.

“There was a structure that had been institutionally set up to extort people. If you wanted authorization for a service station, you had to pay—not the State, but the official or former official. If you wanted vouchers to obtain authorizations, you had to pay bribes,” the authority said on ERBOL’s program La Mañana en Directo.

The vice minister explained that they received direct information from whistleblowers, with precise data on who was charging, when they did so, and even the QR codes used for payments, which made it possible to activate financial tracing mechanisms.

He announced that the corresponding legal actions will be filed, since the investigations involve not only low-ranking officials, but also senior executives, directors, and other authorities.

“We managed to establish the connections between the people making the payments and the officials receiving them, so this is a complex investigation,” he concluded.

García said that in the National Hydrocarbons Agency (ANH) alone, illicit enrichment of more than two and a half million bolivianos was identified. He added that there is still work to be done to investigate private individuals, known as “front men,” who operated in coordination with public officials at that institution.

“We believe the level of corruption has been widespread. Unfortunately, in the ANH and in YPFB cases of illicit enrichment and laundering of illicit proceeds are also being uncovered,” he specified.

He also indicated that the complaints have already been forwarded to the Public Prosecutor’s Office and that, once the prosecutorial requests are issued, the amounts, the people involved, the transactions, dates, and other details will be made public.

The Hydrocarbons Truth Commission was presented on December 15 by President Rodrigo Paz, with the aim of launching investigations in the sector.
