From the Chicago Boys to the Chuquiago Boys | De los Chicago boys a los Chuquiago boys

It can be considered that the country’s historical development takes place in a context of conservative tendencies and an unchanging rhythm, within which politics and political parties revolve spontaneously. Today, some claim that this movement is the right one, while others say it is mistaken. However, that is another matter entirely. The issue should concern influential aspects that, due to their magnitude, are not taken into account, so that they may serve as a point of view to draw some conclusions that are useful or, at the very least, logically sound.

Indeed, it is about the presence in the country of two economic currents, which have continued to intervene in Bolivia to varying degrees. It concerns the effectiveness of two groups of economic technicians and advisers—the first called the Chicago Boys and the second the Chuquiago Boys—frequently referenced by the rulers and publicists of the three governments of the coca grower Evo Morales.

In this regard, it is said that the Chicago Boys, who operated in Bolivia before 2006, ushered in a period of prosperity and social order. Large gas reserves were discovered, investments came in, inflation dropped from 24,000 percent to manageable levels, democracy was restored, state bureaucracy was reduced, exports increased, international reserves grew, etc. The main factor that enriched the State was domestic production; dollars circulated, among other outcomes, which were labeled as neoliberal.

The governments that implemented these measures were criticized by leftists who, since earlier times, had claimed that the solution to the country’s issues was communism—a formula that failed and was later replaced by socialism which, due to its regressive nature, is also a global failure.

The theorists of that magical solution were the wise advisers known as the Chuquiago Boys, graduates of Bolivia’s autonomous universities, who considered themselves to possess magical methods that would lead the Bolivian people to a socialist paradise and other such niceties. Thus, the Chuquiago Boys became part of the leadership under Morales and his party, MAS. They created a chaotic Constituent Assembly, drafted a deficient Constitution, denied the existence of the Nation and replaced it with a Plurinational State, and implemented other questionable populist measures.

At the same time, they destroyed the national economy. Since 2006, production has declined and smuggling has increased. The massive revenues from gas and other raw material sales only served to fuel official corruption. Industry, mining, and agriculture were left in ruins. The country went bankrupt, inflation is alarming, there are shortages, rising prices, hunger, and serious problems are part of the great work of the Chuquiago Boys. In short, they caused the current general crisis.

The difference between the Chicago and the Chuquiago Boys is left to the people’s judgment. Practice has shown who was right.
