A series of restrictions imposed by banks within the national financial system has effectively eliminated the ability of Bolivians to use their cards abroad, signaling a significant regression in this type of service for Bolivia.

Highlighting increasing restrictions on access to foreign currency within the country, Senator Centa Rek, from the Creemos group, submitted a Written Report Request to the Financial System Supervisory Authority (ASFI). The request seeks clarification regarding the policies ASFI has implemented for Bolivian banks to ensure that U.S. dollars deposited by customers are accessible to savers upon request.

Rek warned that in recent months, banks have gradually reduced savers’ access to foreign currency, even for those holding dollar accounts or Fixed-Term Deposits (FTDs) in foreign currency. This has escalated to the point of nullifying the use of both debit and credit cards for foreign purchases, online transactions, and cash withdrawals, without coherent explanations from financial institutions or ASFI.

The legislator from Santa Cruz criticized these arbitrary and unilateral restrictions imposed by banks in the national financial system, which have effectively stripped Bolivians traveling abroad of the ability to use their bank cards. This forces them to carry cash in an increasingly digitized world of financial transactions, signifying a regression of years in such services for Bolivia.

“We have regressed years in the use of payment systems abroad. Now Bolivians must travel with wallets full of cash, which is also difficult to obtain in the country. The government has isolated us as Bolivians and as a nation, turning every trip into an ordeal filled with difficulties,” said the legislator.

“What policies has ASFI implemented to ensure that dollars deposited by clients in savings accounts, Fixed-Term Deposits, or other mechanisms are accessible to savers when requested?” reads the first of 12 questions posed by the senator to ASFI.
