The Assembly of Cruceñidad rejected the results of the Population and Housing Census and announced a 24-hour departmental civic strike for this Friday, September 6, as a protest against what they consider a census fraud promoted by the central government.

At the meeting held this Tuesday, the Assembly resolved the following points:

  1. Rejection of Census Results: The Assembly categorically rejects the census results, denouncing the omission of hundreds of thousands of inhabitants, which deprives Santa Cruz of fair and equitable access to essential fiscal resources needed for basic needs and the correct allocation of parliamentary seats.
  2. Creation of a Technical Commission: A technical commission will be formalized, composed of the Santa Cruz Municipality, the Gabriel René Moreno Autonomous University (UAGRM), and the Pro Santa Cruz Committee. This commission will carry out additional technical work, surveys, and counts necessary to document and corroborate the irregular execution of the census by the INE, with the aim of initiating a criminal process and, if applicable, a trial of responsibilities against those responsible.
  3. Drafting Corrective Laws: The Santa Cruz parliamentary brigade will be required to draft and process a law to enable a corrective intercensal survey that provides reliable and updated demographic indicators for the allocation of economic resources in autonomous territorial entities. The repeal of laws and supreme decrees considered incendiary will also be sought.
  4. National Fiscal Pact: The construction of a fiscal pact will be promoted with the participation of all departments of Bolivia to generate a new distribution of public resources, countering the centralism that affects departments, municipalities, and universities.
  5. Promotion of Autonomies: Political opposition forces and civil society will be urged to promote the deepening of autonomies as the only way for each region to manage its economic resources and competencies, freeing the country from corrupt centralism that hinders development.
  6. Compliance with the CPE by INRA and ABT: The National Institute of Agrarian Reform (INRA) and the Forest and Land Authority (ABT) will be required to comply with the Political Constitution of the State (CPE) regarding land use, to prevent the destruction of territory and forests and to ensure the protection of natural resources.
  7. Declaration of Disaster Zone: Departmental and national authorities will be urged to declare Santa Cruz a departmental and national disaster zone.
  8. Demand for Judicial Independence: The judiciary will be required to maintain its independence from political pressures and to respect democratic institutions and the rule of law, including the immediate release of political prisoners.
  9. Departmental Civic Strike: As a protest measure, a 24-hour departmental civic strike is declared, starting from midnight on Friday, September 6.
  10. Call for Political Unity: A call will be reiterated to political parties to form a national alliance to defeat the MAS in the next elections, promoting real change from the central power.
  11. Powers to the Pro Santa Cruz Committee: The board of directors of the Pro Santa Cruz Committee and its president are empowered to take the necessary measures to carry out the resolutions of the present assembly.
