Just a few hours ago, a new and unfortunate episode unfolded, casting doubt on the very foundations of the democratic system, characterized by a series of actions that conflict with the law, common sense, and respect for the Bolivian people.
The ongoing deterioration has been evident for a long time. It is unacceptable, for example, that the Legislative Assembly has not held a single session for months, given that its functioning is as vital to the political system as the heart is to the life of any human being. Although several factors explain this scenario, history will undoubtedly judge the negligent conduct of David Choquehuanca Céspedes, a vice president who never understood the significance of the mandate entrusted to him by the Bolivian electorate.
Special mention goes to Luis Arce Catacora, a president who has demonstrated little capacity for dialogue and consensus. At a time of significant complexity for the country, he chose to travel to Russia and share photographs of his meeting with Vladimir Putin, while a battle of crude maneuvers was unfolding in the Legislative Assembly.
Now, let’s address the events in the ALP. Andrónico Rodríguez assumed the presidency of the Legislative Assembly and convened a session that had not taken place for months. The chamber was without lights or an amplification system; disgracefully, an attempt was made to simulate a fumigation to eradicate insects and halt parliamentary work. However, it was not enough; there was a quorum, and against all odds, a legislative marathon began.
Who was responsible for this sad spectacle? All signs point to Israel Huaytari, president of the Chamber of Deputies, who has administrative responsibility for managing the parliamentary chamber. Yes, the same parliamentarian who is under investigation for illicit enrichment thanks to a probe by the Financial Investigations Unit.
The parliamentarians from the “arcista” faction resorted to a well-worn and dubious tactic: appealing to constitutional courts, clearly aligned with the Government, to have two or three judges attempt to suspend the ALP’s powers and order the suspension of sessions. Such a maneuver has crossed all limits, and it would be wise for Luis Arce and his inner circle to understand that trying to govern through judicial rulings turns a democratic president into an arbitrary ruler.
In two hours and fifteen minutes, five laws were passed, including the suspension of self-extended magistrates, credits for roads and health, and, of course, the continuation of preparations for judicial elections. With readings at the speed of a sports commentary and rapid, coordinated voting exercises, there was no in-depth analysis or discussion, an interesting dynamic that nonetheless also harms democracy.
This is undoubtedly the failure of politics and the awakening of systematic constitutional violations by all political actors.
At this moment, Bolivia faces an extremely delicate economic situation and a total breakdown of institutional integrity. This is undeniably a deeper crisis than those of 2019 or 2003, among other circumstances. We cannot and must not continue down this path. It is time to put a stop to it. Do the politicians understand that at this rate, we all lose, absolutely all of us?

Hace pocas horas se vivió un nuevo e infeliz episodio que pone en entredicho los más profundos cimientos del sistema democrático, con una serie de acciones reñidas con la ley, el sentido común y el respeto al pueblo boliviano.
El deterioro constante se vive hace mucho tiempo. Es inadmisible, por ejemplo, que la Asamblea Legislativa lleve meses sin llevar a cabo una sola sesión, siendo que su funcionamiento es al sistema político como el corazón a la vida de todo ser humano. Aunque existen varios factores para explicar este escenario; sin duda, la historia juzgará la conducta negligente de David Choquehuanca Céspedes, un vicepresidente que nunca entendió la trascendencia del mandato que le legó el electorado boliviano.
Mención especial para Luis Arce Catacora, un presidente que ha demostrado escasa capacidad de diálogo y concertación, y que en momentos ciertamente complejos para el país optó por viajar a Rusia y difundir fotografías de su encuentro con Vladimir Putin, mientras en la Asamblea Legislativa se libraba una batalla de groseras maniobras.
Y vamos por los hechos ocurridos en la ALP. Andrónico Rodríguez asumió la presidencia de la Asamblea Legislativa y en tal condición convocó a una sesión que no se daba hace meses. El hemiciclo apareció sin luces ni sistema de amplificación; vergonzosamente se intentó simular una fumigación para erradicar insectos y frenar el trabajo parlamentario, pero no fue suficiente, hubo quórum y, contra viento y marea, inició una maratón legislativa.
¿Quién fue responsable de ese triste espectáculo? Todo apunta a Israel Huaytari, presidente de la Cámara de Diputados que tiene bajo su responsabilidad administrativa el manejo del hemiciclo parlamentario. Sí, el mismo parlamentario que es investigado por enriquecimiento ilícito gracias a una pesquisa realizada por la Unidad de Investigaciones Financieras.
Los parlamentarios del ala “arcista” apelaron a un recurso trillado y oscuro: recurrir a salas constitucionales, claramente afines al Gobierno, para que dos o tres vocales pretendan dejar en suspenso las atribuciones de la ALP y ordenen la suspensión de las sesiones. Semejante maniobra ha rebasado todos los límites y sería bueno que Luis Arce y su entorno entiendan que pretender gobernar a fuerza de fallos judiciales convierte a un presidente democrático en un mandatario arbitrario.
En dos horas y quince minutos se aprobaron cinco leyes que incluyen la suspensión de los magistrados autoprorrogados, créditos para caminos y salud y, por supuesto, la continuidad de los preparativos para la elección judicial. Con lecturas a la velocidad de un relato deportivo y ejercicios de votación rápida y coordinada. Nada de análisis ni discusión de fondo, interesante dinámica que, sin embargo, también daña la democracia.
Es, sin duda, el fracaso de la política y el despertar del desconcierto y violación sistemática de la Constitución por todos, absolutamente todos los actores políticos.
En estos momentos, Bolivia enfrenta una situación económica extremadamente delicada y un resquebrajamiento total de la institucionalidad. Es sin duda, una crisis más profunda incluso que la de 2019 o la de 2003, entre otras circunstancias. No se puede ni se debe seguir por esta ruta. Es hora de poner un freno. ¿Entenderán los políticos que a este paso perdemos todos, absolutamente todos?
