They identify three factors that generate legal uncertainty

Encroachment, constant blockades and the two-year period for verification of the Economic and Social Function (FES) are the main issues that generate legal uncertainty in the country, says the National Association of Oilseed Producers (Anapo).

The general manager of the organization, Jaime Hernández, assured that the issue of “legal uncertainty” is a concern and that it is on the dialogue agenda with the central government. “For us it is important that legal security be provided for productive lands because that means guaranteeing investments to produce food,” he told ANF.

The producers are gathered at the V International Soybean Congress (September 4 and 5), a space in which they discuss technologies, production systems under soybean, agriculture, planting and harvesting of soybeans, among many other topics.

Hernández specified that one of the permanent problems is the “encroachment” that in many cases does not have a solution, however, the president of the State, Luis Arce, assumed the commitment that the encroachment would not be allowed, however, that position must be accompanied by actions, he commented.

“This generates legal uncertainty among producers to continue making investments and increase production,” said the general manager, asking that other state agencies also take action to stop the encroachments.

On the other hand, Anapo considers that the two-year period for the verification of the Social Economic Function (FES) “is very short and detrimental”, although exceptionally it was extended for five years, but this measure has not been permanent.

“It is a very short time, it is not that it is not done, but that it is done in a prudent time (…) that it is every seven years at least for the verification of the FES,” he said.

The blockades of social organizations that are carried out permanently for different reasons, is also a factor that generates legal uncertainty for producers, says Hernández.

“The producers of Santa Cruz believe that there can be no more blockades in the country because it is creating a huge problem for the entire productive sector. What the country needs is to produce in order to have an economic reactivation that will benefit all Bolivians”, he affirmed.

He urged the different levels of government to make every effort to solve problems through dialogue, thus avoiding these pressure measures that only harm the population.

For his part, the vice president of Anapo, Richard Paz, stated that the country’s social problems are detrimental, “We hope that the leadership of the social movements can understand that the damage is not for producers and companies, but rather It affects the population and that harms the productive capacity.

Along the same lines, the first vice president of the Eastern Agricultural Chamber (CAO), Freddy García, pointed out in his speech at the opening of the event, he specified that producers need conditions to continue working and investing, demanding not only legal certainty, but also “the blockades are over”.

Although the issue is not part of the V Congress, an event that was resumed after three years, it is an issue that is part of the agenda with the central government, since it is a permanent demand of the productive sector.

National and international exhibitors participate in the event, including: Joao Carlos Moraes, Rafael Moreira, Marcela Marini (Brazil), Fernando Oscar García, Ricardo Martínez, Juan Carlos Papa, Eduardo Mario Sierra and Martín Mariani (Argentina), Alan McCracken (USA), Stella Mary Candia (Paraguay).

Paz stated that Anapo made an effort to invite international exhibitors to offer training on important topics that serve technicians in soil management for sustainable agriculture and increase productive capacity, especially soybeans. (Santa Cruz, ANF)
