Calvo: “I do not regret facing the civic role, although the human cost has been my family and losing all my sources of employment”
The civic leader spoke with EL DEBER in an extensive interview where he referred to his health, the pain of losing his job after 17 years. But he stressed that new leaders have emerged in this fight
Three days have passed since it was decided to lift the indefinite strike, after 36 full days, in which Santa Cruz stoically complied with the measure of pressure demanded for the Population and Housing Census.
The indefinite strike in the department of Santa Cruz has been to date the measure of pressure that lasted the longest and that had the citizens and the Inter-institutional Committee as protagonists. It was the Civic Committee, led by Rómulo Calvo, that called for the strike (after a massive town hall meeting) and thus it was also the one that decided to lift it, but “without ceasing to be alert and vigilant” until the census law is approved that guarantee that in 2024 there will be a redistribution of resources and seats for the next elections.
On the back of the 50-year-old doctor and the people behind this historical demand for a region and a country, was facing the Government, and in the case of Calvo, 27 judicial processes have meant against him, but also the position of the demand from Santa Cruz in the Bolivian political agenda.
EL DEBER spoke with the civic leader who will fulfill his management at the beginning of 2023, in an interview separated from the so-called ‘conjuncture’ issues, to learn his vision from another perspective.
1.- Since you were at the head of the Committee for Santa Cruz, you have been the target of lawsuits and trials until you ended up locked up in your house with house arrest. Do you regret the role of civic leader?
The truth is that I do not regret it, it is a conviction that as citizens someone has to promote at some point, today it was my turn. All this struggle has changed my family life, as well as my profession, but I always kept the hope of leaving a better and different future for my children, with a full democracy.
2.- What is the human cost, at the family level, loved ones and friends?
The first thing has been that my profession is called into question, after practicing for 17 years as a surgeon and proctologist at Caja Petrolera, having lost my source of employment, enduring persecution in various hospitals and private centers, with inspections where I work and that They seek to nullify me as a professional.
Not being able to see my parents, my family, not sharing with my children for a long time and not being able to lead a complete social life. Not knowing when someone may appear in whatever way, sometimes ordered or paid, and not having peace of mind due to the constant threats of a Government and a judiciary that alter your freedom.
Every day that dawns you have to lament because we do not have a balanced justice, every night there can be a different event.
3.- Is it true that it is also the target of National Taxes?
After they fired me (Caja Petrolera), National Taxes began a persecution against me, which led me to resign from the private clinics where I worked and to close my practice.
I have several payment subpoenas, there is a person in charge of chasing me around with this persecution constantly.
4.- When was your last day of work as a doctor?
In the Caja de Caminos they fired me the first day when I took office as president of the Civic Committee, that was in the territory of people from the Government. And it was at the end of February (2022) when they separated me from Caja Petrolera, after so many unfounded legal processes and they did not give me my memorandum.
All of this causes pain, because one put all his capacity into it, but ignorant and incapable politicians like (Rolando) Cuéllar and Hernán Hinojosa, question the effort and work of those who were at the service of an institution. Being a doctor is not an easy career, because you don’t play with a person’s life.
5. Without working, how are you supporting yourself financially?
I haven’t been able to generate money in the private area for two months, locked up here is increasingly difficult because one has expenses such as water, electricity, telephone, school and food. I have been deprived of my freedom for 10 months, of course the same family, neighbors, colleagues and friends who seek to help me in some way.
6.- In the last days of the strike, it was said that you had health problems, what were these?
I had renal colic, it seems that from so much stress, because I had to make strong decisions, there were people in the streets, it was a great effort. Now I’m better, it’s not a chronic disease, I have to rest.
7.- Within 10 days the call for the new board of the Committee for Santa Cruz will be launched. Will you be a candidate again?
I cannot be a candidate according to the statute of the Committee.
8.- What do you say to your successor?
There are people who have forged a good path and civic leadership. I have not thought about it (what to say to his successor) because I have a mission that has not finished, which is to end this conflict, you have to live one day at a time.
9.- A new objective is coming, you spoke of establishing a new relationship between Santa Cruz and the State, will you be able to finish this work from your civic function?
It is a task that will remain pending, but I will be constantly accompanying it, a very difficult task, a mission that I have deep inside, but we must continue with this work. That hope must bear fruit so that in a short time we can give Santa Cruz a new direction.
10.- What did you think and feel when your home was vandalized by discontent people for having lifted the strike?
We understood that it was a difficult decision, but its control was getting out of hand because these people were turning the claim into anarchy and into confrontations between citizens of Santa Cruz.
Regarding the relatives who came to my home (of those detained during the days of the strike), one understands them, for having someone who is unjustly detained, I am also one of them. At no time have we abandoned them and we will continue fighting for them. The bad judges are not assessing the damage they cause to that youth.

Calvo: “No me arrepiento de encarar el rol cívico, aunque el costo humano ha sido mi familia y perder todas mis fuentes laborales”
El líder cívico conversó con EL DEBER en una extensa entrevista donde se refirió a su salud, del dolor de perder su fuente de trabajo después de 17 años. Pero destacó que en esta lucha han surgido nuevos líderes
Han pasado tres días desde que se determinó levantar el paro indefinido, luego de 36 jornadas completas, en que Santa Cruz cumplió estoicamente la medida de presión en demanda por el Censo de Población y Vivienda.
El paro indefinido en el departamento cruceño ha sido hasta la fecha la medida de presión que por más tiempo se prolongó y que tuvo como protagonistas a la ciudadanía y al Comité Interinstitucional. Fue el Comité Cívico, que lidera Rómulo Calvo, el que llamó al paro (luego de un cabildo multitudinario) y así también fue el que definió levantarlo, pero “sin dejar de estar alertas y vigilantes” hasta que se apruebe la Ley del censo que garantice que en 2024 habrá redistribución de recursos y de escaños para las próximas elecciones.
Sobre la espalda del galeno de 50 años y las personas detrás de esta demanda histórica de una región y un país, estuvo el enfrentar al Gobierno, y en el caso de Calvo, han significado 27 procesos judiciales en su contra, pero también el posicionamiento de la demanda cruceña en la agenda política de Bolivia.
EL DEBER conversó con el líder cívico que a inicios de 2023 cumplirá con su gestión, en una entrevista apartada de los temas llamados ‘de coyuntura’, para conocer su visión desde otra perspectiva.
1.- Desde que usted está a la cabeza del Comité pro Santa Cruz ha sido blanco de demandas y juicios hasta terminar encerrado en su casa con arresto domiciliario. ¿Se arrepiente del rol de líder cívico?
La verdad que no me arrepiento, es una convicción que como ciudadanos alguien tiene que impulsar en algún momento, hoy me ha tocado. Toda esta lucha ha cambiado mi vida familiar, como también mi profesión, pero siempre mantuve la esperanza de dejar un futuro mejor y diferente para mis hijos, con una democracia plena.
2.- ¿Cuál es el costo humano, a nivel de familia, seres queridos y amistades?
Lo primero ha sido el que pongan en tela de juicio mi profesión, después de ejercer 17 años como cirujano y proctólogo en la Caja Petrolera, haber perdido mi fuente laboral, soportar la persecución en varios centros hospitalarios y privados, con fiscalizaciones donde trabajo y que buscan anularme como profesional.
El no poder ver a mis padres, a mi familia, no compartir con mis hijos por mucho tiempo y no poder llevar una vida social completa. No saber en qué momento pueda aparecer alguien en la forma que sea, a veces mandado o pagado, y no tener tranquilidad por las amenazas constantes de un Gobierno y un poder judicial que alteran tu libertad.
Cada día que amanece hay que lamentarse porque no tenemos una justicia equilibrada, cada noche puede haber un suceso diferente.
3.- ¿Es cierto que también es blanco de Impuestos Nacionales?
Después de que me desvincularon (Caja Petrolera), Impuestos Nacionales inició una persecución en mi contra, lo que me llevó a renunciar a las clínicas privadas donde trabajaba y a cerrar mi consultorio.
Tengo varios emplazamientos de pagos, hay una persona encargada de corretearme con esta persecución constantemente.
4.- ¿Cuándo fue su último día de trabajo como médico?
En la Caja de Caminos me botaron el primer día cuando asumí como presidente del Comité Cívico, eso estaba en territorio de personas del Gobierno. Y fue a finales de febrero (2022) cuando me desvincularon de la Caja Petrolera, después de tantos procesos judiciales infundados y no me dieron mi memorándum.
Todo eso causa dolor, porque uno puso toda su capacidad pero políticos ignorantes e incapaces como (Rolando) Cuéllar y Hernán Hinojosa, ponen en tela de juicio el esfuerzo y trabajo de quien estuvo al servicio de una institución. El ser médico no es una carrera fácil, porque no se juega con la vida de una persona.
5. Sin trabajar, ¿cómo se está sustentando económicamente?
Llevo dos meses sin poder generar en el área privada, aquí encerrado es cada vez más difícil porque uno tiene gastos como agua, luz, teléfono, colegio y alimentación. Llevo 10 meses privado de mi libertad, por supuesto que están pendientes la misma familia, vecinos, colegas y amigos que de alguna forma buscan ayudarme.
6.- En los últimos días del paro se dijo que tuvo problemas de salud, ¿cuáles fueron estos?
Tuve cólico renal, parece que de tanto estrés, porque tenía que tomar decisiones fuertes, había gente en las calles, era un esfuerzo grande. Ahora estoy mejor, no es una enfermedad crónica, tengo que hacer reposo.
7.- Dentro de 10 días se lanzará la convocatoria para la nueva directiva del Comité pro Santa Cruz, ¿volverá a ser candidato?
No puedo ser candidato según el estatuto del Comité.
8.- ¿Qué le dice a su sucesor?
Hay gente que ha forjado un buen camino y un liderazgo cívico. No lo he pensado (qué decir a su sucesor) porque tengo una misión que no ha concluido, que es terminar este conflicto, hay que vivir un día a la vez.
9.- Se viene un nuevo objetivo, usted habló de establecer una nueva relación de Santa Cruz con el Estado, ¿podrá terminar ese trabajo desde su función cívica?
Es una tarea que me quedará pendiente, pero estaré acompañando constantemente, una tarea muy difícil, una misión que tengo muy adentro, pero hay que seguir con este trabajo. Esa esperanza debe tener un fruto para que en un tiempo corto podamos darle a Santa Cruz un nuevo rumbo.
10.- ¿Qué pensó y sintió cuando su domicilio fue objeto de vandalismo por descontentos por haber levantado el paro?
Entendimos que era una difícil decisión, pero su control se estaba escapando de las manos porque estas personas estaban convirtiendo la demanda en una anarquía y en enfrentamientos entre ciudadanos cruceños.
Sobre los familiares que llegaron hasta mi domicilio (de los detenidos durante los días de paro), uno los entiende, por tener a alguien que está injustamente detenido, yo también soy uno de ellos. En ningún momento los hemos abandonando y seguiremos luchando por ellos. Los malos jueces no están valorando el daño que le provocan a esa juventud.
