Blatant discrimination
On Sunday, in Santa Cruz, the President of the State accused “the right” of exercising discrimination and racism against the most humble, while in the same city, in another place, dozens of indigenous people from the lowlands have been waiting for 54 days the attention of the Government to raise their demands regarding respect for their territories and their culture.
“We have sent the third invitation letter to the national government to meet with us at the level that corresponds and that we deserve, said the historic indigenous leader Marcial Fabricano, on October 7, two weeks after the march began and 23 days before reaching Santa Cruz.
They claim for the subjugations in their original lands and the illegal settlements of the so-called intercultural. They fear that the cultural tension caused by this situation will affect the traditions of the lowland peoples and their culture will be subsumed in that of the majority Andean cultures.
Those indigenous people of the Amazon, the Chiquitanía and the Bolivian Chaco also ask for the abrogation and repeal of the regulations that allow land trafficking, they demand a new agrarian law and the creation of new community lands of origin (TCO) for ancestral indigenous peoples. of those territories of the plains.
But the government disdains their claims. That’s discrimination. A flagrant, real discrimination, very different from that evoked by the ruling party when it comes to lashing out at any questioning of its political-ideological interests.
It is not the first time that the MAS, as a government, discriminates against the indigenous people of the lowlands who, on several occasions, over the last three decades, have demonstrated against government policies.
Nor is it the first time that discrimination has been invoked by attributing it to those who question official policy. It happens, for years that the masismo uses that term, and that of “racism” for the purpose of victimization. And his speeches insist on defending “the people.” People from which the questioners seem to be excluded.
It is this attitude -constant in the discursive strategy and action of the ruling party-, added to the rejection of the search for agreements, which causes discontent in sectors that, like those that led the recent mobilizations, have installed in the country an atmosphere of uncertainty and restlessness that is far from having “coup” pretensions.
But that does not seem to matter to the ruling party.
Discriminación flagrante
El domingo, en Santa Cruz, el Presidente del Estado acusaba a “la derecha” de ejercer discriminación y racismo en contra de los más humildes, mientras en la misma ciudad, en otro lugar, decenas de indígenas de las tierras bajas esperan desde hace 54 días la atención del Gobierno para plantear sus demandas acerca del respeto a sus territorios y a su cultura.
“Hemos hecho llegar la tercera carta de invitación al Gobierno nacional para que se reúnan con nosotros en el nivel que corresponde y que merecemos, decía el histórico líder indígena Marcial Fabricano, el 7 de octubre, dos semanas después de iniciada la marcha y 23 días antes de llegar a Santa Cruz.
Ellos reclaman por los avasallamientos en sus tierras originarias y los asentamientos ilegales de los llamados interculturales. Temen que la tensión cultural provocada por esa situación afecte a las tradiciones de los pueblos de tierras bajas y su cultura se subsuma en la de las culturas mayoritarias andinas.
Esos indígenas de la Amazonía, la Chiquitanía y el Chaco boliviano piden también la abrogación y derogación de las normas que permiten el tráfico de tierras, reclaman una nueva ley agraria y la creación de nuevas tierras comunitarias de origen (TCO) para los pueblos indígenas ancestrales de esos territorios de los llanos.
Pero el Gobierno desdeña sus reclamos. Eso es discriminación. Una discriminación flagrante, real, muy distinta a la evocada por el partido gobernante cuando se trata de fustigar cualquier cuestionamiento a sus intereses político-ideológicos.
No es la primera vez que el MAS, en función de gobierno, discrimina a los indígenas de las tierras bajas que, en varias oportunidades, a lo largo de los últimos tres lustros, se han manifestado en contra de políticas gubernamentales.
Tampoco es la primera vez que se invoca la discriminación atribuyéndola a quienes cuestionan la política oficial. Ocurre, desde hace años que el masismo utiliza ese término, y el de “racismo” con fines de victimización. Y sus discursos insisten en la defensa “del pueblo”. Un pueblo del que los cuestionadores parecen estar excluidos.
Es esa actitud —constante en la estrategia discursiva y de acción del oficialismo—, sumada al rechazo de la búsqueda de concertaciones, la que origina el descontento en sectores que, como los que protagonizaron las movilizaciones recientes, ha instalado en el país un ambiente de incertidumbre e intranquilidad que está lejos de tener pretensiones “golpistas”.
Pero eso no parece importarle al oficialismo.
