Lies are not exported

It is somewhat humiliating for a Bolivian official to have to explain to a Brazilian official that Bolivia cannot send the agreed volume of natural gas.

And even less if it is the natural gas owed. A gas for which Brazil paid in advance, and only expected to be delivered within the agreed deadlines.

What countries do not accept, whether they speak serious languages or dialects of Galician, is that they are deceived and that they would be given a pig in a poke. If they have paid for natural gas they want to be given natural gas, not other things and even less lies.

Brazil has been waiting for more than 20 years to receive Bolivian natural gas in compliance with old agreements, which go to those of Roboré, signed about a century ago.

A twenty-year agreement has just been finalized whereby both countries committed to buy one and sell the other, precise volumes of natural gas.

The lies that the Bolivian MAS government was spreading do not work for this business. No one buys lies. It is a product without a market. The buyer, in this case, runs the risk of being or looking naive, and even worse than that.

Here is the aggravating fact that two neighboring countries, as neighboring as Bolivia and Brazil, are going to negotiate and that one of them suddenly wants to defraud the other. It is true: Brazil has eleven other neighboring countries, but its rulers do not want to appear as responsible for agreements that are not fulfilled.

In the neighborhood there have been no cases of countries that have offered something they have not fulfilled. In the agreements resides the honor of each country.

Natural gas owed must be delivered anyway. Each time the contract fixed some volumes that Bolivia could not fulfill or Brazil could not receive, the “take or pay” mechanism was activated.

You take or pay. And now Bolivia must deliver volumes equivalent to 12 million meters 3/d. From that no Bolivian government, not even the masista, could get rid of.

To meet this commitment, the lies of the previous government are useless. The problem is that fines can be applied.The best thing will be to better choose the rulers of the future.

Bolivian Thoughts opinion: Let’s be clear, with the coca grower fleeing the country and abandoning the government he had absolute control for the last 14 years, Bolivia faces serious economic and political turmoil … and we have to deliver natural gas for a year at full capacity of the pipeline to Brazil, without receiving any money at all. The former demagogue and populist government received and spent that money already! So, the economic problems are even higher with this debt.

No se exporta mentiras

Es algo humillante para un funcionario boliviano tener que explicar a un funcionario brasileño que Bolivia no puede enviar el volumen de gas natural acordado.

Y menos todavía si se trata del gas natural adeudado. Un gas por el que Brasil pagó con anticipación, y que solamente espera que se le entregue en los plazos acordados.

Lo que no aceptan los países, ya sea que hablen idiomas serios o dialectos del gallego, es que se los engañe y que se les quiera dar gato por liebre. Si han pagado por gas natural quieren que se les entregue gas natural, no otras cosas y menos todavía mentiras.

Van más de 20 años que Brasil espera recibir gas natural boliviano en cumplimiento de antiguos acuerdos, que van hasta los de Roboré, firmados hace cerca de un siglo.

Brasil ha estado esperando que Bolivia le ofrezca gas natural, pero ha aclarado siempre que no quiere comprar mentiras.

Acaba de finalizar un acuerdo de veinte años por el cual ambos países se comprometieron a comprar el uno y vender el otro, volúmenes precisos de gas natural.

Las mentiras que el gobierno boliviano del MAS estuvo difundiendo no sirven para este negocio. Nadie compra mentiras. Es un producto sin mercado. El comprador, en este caso, corre el riesgo de ser o parecer ingenuo, e incluso peor que eso.

Aquí hay el agravante de que dos países vecinos, tan vecinos como Bolivia y Brasil, se pongan a negociar y que uno de ellos, de pronto, quiera estafar al otro. Es cierto: Brasil tiene otros once países vecinos, pero sus gobernantes no quieren aparecer como los responsables de acuerdos que no son cumplidos.

En el vecindario no se han dado casos de países que han ofrecido algo que no han cumplido. En los acuerdos se va el honor de cada país.

El gas natural adeudado debe ser entregado de todos modos. Cada vez que el contrato fijaba algunos volúmenes que Bolivia no podía cumplir o Brasil no podía recibir, se activaba el mecanismo del “take or pay”.

Tomas o pagas. Y ahora Bolivia debe entregar volúmenes que equivalen a 12 millones de metros 3/d. De eso ningún gobierno boliviano, ni siquiera el masista, podría librarse.

Para atender ese compromiso, las mentiras del anterior gobierno no sirven para nada. El problema es que se puede aplicar multas.

Lo mejor será elegir mejor a los gobernantes del futuro.

Opinión de Bolivian Thoughts: Seamos claros, con el cocalero huyendo del país y abandonando el gobierno que tenía el control absoluto durante los últimos 14 años, Bolivia enfrenta serias turbulencias económicas y políticas … y tenemos que entregar gas natural durante un año a plena capacidad del gasoducto a Brasil, sin recibir ningún dinero en absoluto. ¡El antiguo gobierno demagogo y populista ya recibió y gastó ese dinero! Entonces, los problemas económicos son aún mayores con esta deuda.
