Corruption spreads out fast, and given the recent “developments” more an more corrupt cases continue to be reported, re-opened… this time Marco Chuquimia reports for El Deber:

Audit uncovers questionable use of Bs94.1 million

2012-12-14 08.31.30 amThe Mining Ministry conducted an audit to the trust of Bs112 million made to Empresa Minera Vinto (EMV) – approved on July 30, 2008, by DS 29658 [supreme decree] – which uncovered that there is no support of Bs94.1 million.

Thus, as established in the internal audit unit report entitled “report UAI.No 013/2011 “, document signed by Servando Mamani, head of the audit’s unit of the Ministry of Mining. The money should have been invested in the construction of an Ausmelt furnace which should have become operational in 2013.

This document has detected 19 observations, from manuals and non-existent regulations; up to incomplete documentation of the contracting process that made the EMV in four years. “Became apparent deficiencies in internal control, mainly in the budgetary operations and accounting, processes of procurement of goods and services as well as the lack of monitoring and control to financial information, consequently, certain operations are not framed to the rules and regulations governing public administration”, as reflected at the conclusion of the document.

Absence of support

In 2008, it was detected that Bs 27,115,478 there was no supporting documentation; for the next management period [year], the EMV could not deliver support documentation for Bs48,380,665. In 2010, the absence of documentation amounts Bs18,633,238. Of the three years, the damage reaches Bs94,129,381 and they [EMV] only justified the expense of Bs17,870,619.

But it is not the only trust given to the EMV at this time for the construction of Ausmelt furnace, other three decrees of different years authorized the delivery of Bs197,968,610; which have to be added to the Bs112 million handed over in July 2008.

Lack of transparency? absence of qualified, competent professionals? simple corruption? bad politics, demagogue? all of the above? it certainly reflects how “competitive” are state-owned enterprises, here and abroad, now and before under populist, military, and/or democratic regimes in our beaten country…
