BEFORE THE MINISTRY OF EDUCATION

Around one hundred civil society organizations, educational institutions, activists, and academics have proposed to the Ministry of Education the creation of a National Agreement for Quality Education, an initiative aimed at promoting urgent measures to improve learning outcomes and guarantee the right to education.

Cecilia Lazarte, Executive Director of the Bolivian Campaign for the Right to Education (CBDE), officially presented to the Minister of Education, Erick Sanjinés, the document titled “Civil Society Declaration: Commitment to the Quality of Learning and the Full Exercise of the Right to Education,” which was collectively developed to support the transformation of education in Bolivia.

During the presentation of the document, Lazarte emphasized that civil society values the Ministry of Education’s openness to promoting spaces for collective dialogue and collaboration. However, she also warned that thousands of students continue to face difficulties in developing basic reading, writing, and mathematical reasoning skills, a situation that requires systemic responses.

“Structural transformation of education is necessary, but the learning crisis cannot wait. We need to make the improvement of learning outcomes a national priority; hence the need for a National Agreement on Education,” said Cecilia Lazarte.

In the document submitted, the signatory organizations reaffirmed that education is a fundamental human right that should guide the country’s development policies, highlighting the role of education and its close relationship with the economy.

They also reaffirmed their commitment to contributing proposals and citizen oversight to ensure quality education for all Bolivians.

For his part, Minister of Education Erick Sanjinés expressed his full willingness to work alongside all stakeholders involved in the development of educational policies.

“Our commitment to working with everyone remains firm. For us, the Campaign is an important ally,” the minister stated, reiterating that the Ministry of Education is engaging in dialogue with all sectors connected to education.
