Radio Kawsachun Coca continues to spread fake polls

A social researcher and statistics expert from the Universidad Mayor de San Simón explained that the posts from “Atlas Electoral” are part of a systematic effort for electoral propaganda.

Radio Kawsachun Coca (RKC) has repeatedly published images showing poll results from “Atlas Electoral,” where former president Evo Morales Ayma leads voting intention—even though he is not legally allowed to run. However, this company is neither accredited by the Supreme Electoral Tribunal (TSE) nor does it hold any commercial registration.

In its most recent post, it shows Morales with 45.7% support, followed by Jorge Quiroga Ramírez with 15.1% and Samuel Doria Medina with 14%.

RKC’s Facebook page published these results on July 20. At the time of this verification’s publication, the post had received 11,000 reactions, 3,100 comments, and had been shared 1,186 times.

The post headline reads:

“#RKC #EconomicCrisis / Atlas Electoral publishes new poll showing former president Evo Morales with 45.7% electoral preference.”

Fictitious source

The fact-checking process confirmed that RKC not only shares “Atlas Electoral” posts but also comments on and analyzes them in its radio programs, where Evo Morales and other panelists participate (see video at 14:26).

The anonymous Facebook page under the name “Atlas Electoral” shares favorable poll results for Morales but lacks any contact information such as a website, email, address, or phone number. It also does not have Facebook’s verification badge. The page has been active since 2019.

Back in the 2020 general elections, this same page was already identified as spreading false content. See here.

Additionally, a search in the Plurinational Commercial Registry Service (Seprec) found no legally registered company named “Atlas Electoral” in Bolivia.

The TSE released a list of 18 polling firms and 97 media outlets authorized to conduct and disseminate electoral opinion studies. Atlas Electoral is not on these lists and has no authorization to publish such data.

Systematic electoral propaganda

Fernando Salazar Ortuño, a social researcher and statistics expert from UMSS, stated that Atlas Electoral’s Facebook posts reflect a systematic campaign aimed at promoting Morales as the election favorite.

“First, this is clearly a propaganda page run with heavy political interests by people managing social media with knowledge of electoral issues. These posts are not random,” he analyzed.

Salazar believes the people behind it are “either activists or paid operatives.” The bias is “clearly” aimed at benefiting one candidate. “The poll is manipulated and shows no evidence of a properly conducted opinion study, as required by the TSE.”

Computer scientist Bladimir Ajata added that a transparent and verified Facebook page provides basic official information to its followers. A page that hides or restricts access to its information is simply “suspicious.”

No response from RKC

Attempts were made to contact RKC to understand the reasons behind publishing these unaccredited polls, but there was no response to messages or calls. RKC is based in the Chapare region of Cochabamba, where the main social organizations backing Morales are concentrated.

Atlas Electoral has repeatedly shared false or misleading content, as shown in previous fact-checks. See here, here, here, or here.

Evo Morales is not eligible to run

The latest Constitutional Ruling 0007/2025 issued in May by the Plurinational Constitutional Tribunal (TCP) states that a president or vice president may only be reelected once—either consecutively or not—which means a person can serve a maximum of two terms.

Based on this ruling, the TSE has determined that Morales is not eligible to run in the 2025 general elections, as he already served two consecutive terms under the current Constitution enacted in 2009. Morales was president from 2006 to 2019.

In summary, RKC spread unauthorized polls from an unregistered company.

The general elections are scheduled for August 17, according to the electoral calendar.
