In light of questionable and irregular behavior by judicial administrators who act in favor of political interests, former Ombudsman Waldo Albarracín stated that Bolivian justice is currently prostituted to both factions of the Movement for Socialism (MAS), groups that attack each other through the judicial system.

Through his social media, the former ombudsman criticized MAS for using judicial bodies and authorities to sustain its internal power struggle.

“Prostituted justice. MAS supporters from both factions use it for their political interests. First, Evo Morales instructs his judge, Lilian Moreno, to annul the arrest warrant against him. Then, Arce instructs another corrupt judge to reinstate that arrest,” Albarracín wrote on his X social media account.

Yesterday, the Magistrates Council, the body responsible for disciplinary control in the Judicial Branch, announced the beginning of administrative and criminal actions against judges Lilian Moreno and Andrés Zabaleta—the former from Santa Cruz and the latter from La Paz—for having acted without jurisdiction in the case involving Evo Morales, who is accused of human trafficking.

Judge Moreno annulled the arrest warrant and charges against Morales, while Zabaleta reinstated them. Both have been criticized for issuing rulings on a case that is taking place in Tarija, thus overstepping their authority as criminal judges.

“The Magistrates Council will begin the corresponding disciplinary actions against the judge from Santa Cruz for the very serious disciplinary offense of acting without jurisdiction, and likewise against the judge from the city of La Paz, who also apparently acted without jurisdiction,” said Manuel Baptista, president of the council.
