Shouting in an aggressive and overbearing tone, the mayor of El Alto, Eva Copa, said a few days ago that the people of El Alto will once again decide the direction the country will take and that they will be the ones to determine who will be the next president of Bolivia.

Her attitude reflects, first of all, the self-reproach she feels, the self-flagellation for having supported Luis Arce—a political wreck, a failure as a state administrator, a puppet supported only by her and the officials who still have the opportunity to keep looting public funds amid the worst crisis ever seen.

Copa speaks this way not only because she has been left alone—without Evo Morales and without a solid political ally—but also without the people of El Alto. If they do play a decisive role in the country’s political future again, they will not make the same mistake. There is no more gas or anything left to buy them with, only their own strength as entrepreneurs, as capitalists now demanding fuel and dollars to keep working.

If Eva Copa and all those in the MAS—whether they cling to the coca grower Morales, to Arce, or to Andrónico—do not change their rhetoric, if they do not abandon this extractivist, clientelist, and rent-seeking vision of the country, they will not only be mistaken again but will also lose the support of their own people, who no longer trust populist redistribution proposals and are no longer swayed by nationalist slogans, ethnicist invocations, or—least of all—the promotion of racial hatred and regional resentment.

It is unfortunate if the mayor of El Alto has not realized this, but most likely, the anger she recently expressed stems from her urgent need to become pragmatic in order to survive politically. She needs to renounce Arce as soon as possible, but also to discard everything that represents the catastrophic failure of the “process of change.”

The people of El Alto have already realized that they have always been used as cannon fodder. They are the ones who die in every uprising, while others reap the benefits—much more than just a cable car. Like all Bolivians, the residents of El Alto want immediate solutions to their everyday problems. Above all, they need to be left in peace to work, with access to fuel, foreign currency, and fewer obstacles to generating wealth.

There is no doubt that the people of El Alto will have a decisive say in the next elections, but they will do so in harmony with the rest of the regions and the Bolivian people, who have never been more united in understanding what must be done to prevent the disaster that MAS is leading the country into. In this sense, it is up to Copa and all official and opposition leaders to listen to the people, speak to them honestly, and show patriotic gestures that allow for the design of a rescue plan—because this time, Bolivia is dying, and there is still no therapist or treatment in sight to save it.

A los gritos y en un tono agresivo y prepotente, la alcaldesa de la ciudad de El Alto, Eva Copa dijo hace unos días que los alteños volverán a decidir el rumbo que tomará el país y que ellos serán quienes definan quién será el próximo presidente de Bolivia.

Su actitud refleja, en primer lugar, la recriminación que siente consigo misma, la autoflagelación por haberse jugado por Luis Arce, una piltrafa política, un despojo como administrador del Estado, un monigote al que solo apoyan ella y los funcionarios que todavía tienen la oportunidad de seguir saqueando las arcas públicas en medio de la peor crisis que se haya visto.

Copa habla así no solo porque se ha quedado sola, sin Evo Morales y sin buen palo al que arrimarse, sino también sin los alteños, pues en el caso de que ellos vuelvan a gravitar en el destino político del país, ya no van a cometer el mismo error. Ya no hay gas ni nada que les ofrezcan para comprarlos, sino su propia fuerza como emprendedores, como capitalistas que hoy están reclamando por combustible y por dólares para seguir trabajando.

Si Eva Copa y todos los del MAS, así se cuelguen del cocalero Morales, de Arce o de Andrónico, no cambian de discurso, si no dejan atrás esa visión de país extractivista, clientelar y rentista, no solo se van a equivocar de nuevo, sino que van a perder el apoyo de su propia gente, que ya no confía en las propuestas populistas distributivas y tampoco se deja llevar por arengas nacionalistas, invocaciones etnicistas y, mucho menos, por la promoción del odio racial y el resentimiento entre regiones.

Una lástima si la alcaldesa de El Alto no se ha dado cuenta, pero lo más probable es que, justamente, la ira expresada hace poco se origine en la necesidad que tiene de volverse pragmática para sobrevivir políticamente. Cuanto antes necesita renegar de Arce, pero también tirar al tacho de la basura todo lo que represente el estrepitoso fracaso del “proceso de cambio”.

Los alteños ya se han dado cuenta de que siempre los han usado como carne de cañón. Ellos ponen los muertos en cada rebelión y son otros los que se llevan los beneficios, mucho más que un simple teleférico. Al igual que todos los bolivianos, los habitantes de El Alto quieren soluciones inmediatas a sus problemas cotidianos. Sobre todo, necesitan que los dejen trabajar en paz, que haya combustible, divisas y menos trabas para generar riqueza.

No hay duda de que los alteños serán quienes definan las cosas en las próximas elecciones, pero lo harán en sintonía con el resto de las regiones y de los bolivianos, que nunca han estado más de acuerdo en lo que hay que hacer para evitar el desastre al que nos está llevando el MAS. En ese sentido, les toca a Copa y a todos los líderes oficialistas y opositores escuchar a la gente, hablarle con sinceridad y esbozar gestos patrióticos que permitan diseñar un plan de salvataje, porque esta vez Bolivia se muere y todavía no hay ningún terapeuta ni tratamiento a la vista que pueda evitarlo.
