Bolivian citizens issued a statement denouncing to the international community that former President Evo Morales, funded by drug trafficking, has initiated a road blockade lasting over 20 days, impacting the country.

“The assault by Evo Morales Ayma against the country, supported by the political and economic structure of drug trafficking from Chapare, has surpassed all imaginable limits, revealing a degradation of vast proportions as he resorts to a new and more brutal road blockade for over 20 days to secure impunity for crimes of statutory rape, human trafficking, and the exploitation of minors, as well as other offenses he has systematically committed with the complicity and cover-up of dozens of MAS members and socialist militants,” reads the statement.

The Evista blockade, which began on October 14, aims to support former President Evo Morales amid ongoing human trafficking charges against him.

Additionally, it denounces the “incompetence” of current President Luis Arce in restoring internal order amid the blockades, which have caused multimillion-dollar losses in the business sector and significant disruptions for the general population.

“Arce Catacora displays a complete lack of authority and decisiveness, abandoning his primary duty to uphold and enforce the Constitution and laws to ensure human rights are upheld,” the statement adds.

Lastly, the statement denounces the “ineffectiveness” of criminal actions led by the Tarija Prosecutor’s Office, indicating that the Public Ministry “acts subservient to the government and fails to uphold the law.”

The Departmental Prosecutor’s Office of Tarija, which is handling the trafficking and exploitation case against Morales, reported that an arrest warrant was to be issued against the former president; however, as of yet, there is no information on its issuance.

The statement, signed by 215 individuals including their full names and identity card numbers, includes a five-point petition addressed to the president, the Public Ministry, the Supreme Electoral Tribunal, and the parliamentary opposition.

  1. To Luis Arce, to fulfill his duties until the end of his term, responsibly addressing the urgent actions required by the imminent danger to Bolivia’s existence due to the limitless ambitions of an unhinged individual; this includes restoring the rule of law in Chapare, a territory currently dominated by the drug-trafficking mafia.
  2. To the same Luis Arce, to refrain from negotiating with Morales Ayma, as the rule of law is non-negotiable, especially when crimes have been committed and charges are pending.
  3. To the Public Ministry, to initiate criminal proceedings against the offender Morales, as well as the co-perpetrators and accomplices for crimes that infringe on personal freedom, sexual freedom, and state security; instructing the police to arrest him immediately.
  4. To the Supreme Electoral Tribunal, to initiate legal actions to sanction the MAS IPSP with the loss of its legal status for receiving foreign contributions that contravene the law.
  5. To the parliamentary opposition, to make every effort to prevent representatives of Chapare’s narco-power from presiding over legislative committees.

This Tuesday marks 23 days of Evo-aligned blockades currently affecting the departments of Cochabamba, with 13 blocked points, and Santa Cruz with one.
