Eight banks were consulted, of which five have biweekly limits while the others vary between weekly and monthly. Specialists see detriments to small and medium enterprises.

The dollar shortage in Bolivia is causing changes in national banking. According to EL DEBER, several banks have set limits for online purchases with debit cards, ranging from $34 to $300 per month.

Specialists have expressed concern over the reduction of these limits.

Carlos Suárez, a regular online shopper, annually pays $66.99 for a Disney+ subscription. However, starting this year, due to Disney’s merger with Star+, the cost has increased to $141.99, which will be challenging given the new limits set by Bolivian banks for online purchases.

EL DEBER consulted eight financial institutions to understand their online purchase limits. Of these, five have biweekly limits: three have a cap of $100, while the other two have limits of $75 and $200.

Additionally, two banks have monthly limits: one at $34 and the other at $300. The last bank consulted has a weekly limit of $100.

“Online purchase limits have decreased from $1,000 to $400, and now it’s at $100,” said an operator from one of these banks.

Another bank indicated that only users with at least six months of account history can make online purchases.

In summary, Carlos would need to switch from annual to monthly payments to continue his service. Many others face this issue with online purchases due to these limitations.

For instance, it’s common to see queries on social media such as: “Does anyone know why banks have set a $100 limit for online purchases? I pay for ads for my business, and now if I exceed $100, I can’t advertise or sell until August,” complained one user.

Mariano Cabrera, a marketing expert, suggested analyzing the reasons behind the banks’ decision to implement these changes to online purchase limits, adding that if the limits keep shrinking, “it will reach a point where even a one-dollar payment online won’t be possible.”

The dollar shortage won’t be solved overnight. The limits are getting smaller and smaller. I think it will reach a situation where some banks won’t allow online purchases with a debit card,” he said.

Álvaro Guzmán, a digital transformation expert, noted that digital services are not only for “leisure and entertainment” but have also become a work tool.

“For example, if you want to run a business, you advertise on Facebook, but if you can’t pay for the ads due to your card’s limit, it harms small and medium enterprises,” he explained.
