The opposition Comunidad Ciudadana [Citizen Community] warned that in the “strongest cases” where corruption is reported, some involved parties end up dead.

“Every time there are conflicts of this nature, people end up committing suicide, and that should draw our attention. First, I want to extend my condolences to the family, and it’s regrettable that things happen this way,” said Senator Andrea Barrientos (CC) on Wednesday, speaking to Unitel.

Barrientos’ statements come after the death of the former manager of Bolivian Lithium Deposits (YLB), Juan Carlos Montenegro, who was implicated in the case of alleged irregularities in the construction of 18 industrial pools at the Uyuni Industrial Complex, causing an economic loss to the state of 425 million bolivianos.

Her colleague in the party, Santiago Ticona, recalled a similar incident in the case of Banco Fassil when the intervener Carlos Alberto Colodro, who had a significant amount of information about the situation of the financial institution, was found dead on the night of May 27, 2023.

He added that another similar case was that of the protected witness in the process of the Bolivian Road Administration (ABC), Felipe Sandy Rivero, who allegedly died in a traffic accident in the United States, as reported in March 2023 by the Minister of Justice Iván Lima.

“In the strongest cases, suicides begin, right? It happened with Banco Fassil, it happened with the bribery case for the Sucre – Alcantarí highway, so it’s already quite noticeable, and why doesn’t the Minister of Justice (Iván Lima) want to release control of the Judiciary, because they defend the self-extended,” Ticona asserted at a press conference.

The CC senator said that Minister Lima supposedly protects the extended magistrates because “they don’t want these crimes, these actions that harm the state, to come to light. They also harm the image of the Bolivian people because there is no independent justice in Bolivia. What exists is a justice system subjected to the political power of the moment.”

Barrientos demanded speed in the work of the Public Ministry and the Bolivian Police to clarify the death of the former YLB authority and to explain what happened with the 425 million bolivianos.

“We demand from the Public Ministry and the Bolivian Police an investigation with speed and transparency, first to clarify the reason for the former manager’s death, and second, the investigations must be entirely clear because it is unacceptable to embezzle 425 million bolivianos from the Bolivian people,” the legislator stated.

Meanwhile, Deputy Helena Pachacute (CC) held the Judiciary responsible for Montenegro’s death.

“In Montenegro’s letter, he talks about the country’s Justice, that he doesn’t trust Justice, and if there isn’t a deep investigation, and if there isn’t an impartial institutional justice, I believe there will be many cases like Mr. Montenegro’s,” the parliamentarian expressed.

This Wednesday, former manager Juan Carlos Montenegro passed away, leaving a letter in which he wrote “I am innocent,” after the government initiated proceedings against 10 former YLB directors for alleged economic damage to the state.

“The sole purpose of the process initiated against us is to justify and hide the resounding failure of the illusory strategy of direct lithium extraction (DLE), arbitrarily and irresponsibly adopted by YLB and the current Government since 2021, abandoning and discrediting the process of fractionated crystallization in solar evaporation pools that was being carried out until the end of 2019, in compliance with the contracts of the BCB,” reads a letter from Montenegro.
