In a report, Human Rights Watch assured that it reviewed the documents of the arrest of the governor of Santa Cruz, Luis Fernando Camacho, and that “it found no evidence to support the accusation of terrorism” against him.

Camacho has been detained since December 2022 preventively for the alleged “coup d’état” of 2019, that is, accused of orchestrating the resignation of then-president Evo Morales.

Among the crimes attributed to him is, precisely, terrorism, but Human Rights Watch highlighted that this is “a criminal type whose definition in Bolivia is too broad.”

Another of the characters from the 2019 crisis who is behind bars is former president Jeanine Áñez, who assumed command of the country after Morales’ resignation in the midst of a questioned transition process.

“Former President Áñez has remained in prison since 2021. Initially she was accused of terrorism. Likewise, Human Rights Watch recalls that, in 2022, in a separate case, a court sentenced Áñez to 10 years in prison for failure to comply with duties and resolutions contrary to the Constitution and the laws, “crimes that are also defined very broadly. in Bolivian legislation, for her actions upon assuming office as interim president in November 2019.”

Furthermore, Human Rights Watch points out that President Luis “Arce has not kept his promise to reform the justice system to guarantee its independence from politics.”
