About the exit to the Atlantic
The only sovereign access that we have to the Atlantic through the Paraguay River was granted to us by the Republic of Brazil by handing over to Bolivia under its guarantee and protection that area of 850 km2 of territory known as the Man Cespedes triangle, stipulated in the Treaty of Petrópolis of 1903 as compensation for the territories lost by Bolivia in Acre and Matogrosso.
In the widest part of the 48 km wide triangle is a cement barge that was built and anchored in the middle of the river by the Argentine Naval Force in 1967, and which received the name of Puerto Busch when it was ceded to the Argentine Naval Force. Bolivia.
As we can see, thanks to the small triangle [number 20 in map below] ceded by Brazil in that riverside area of the Paraguay River and the cement barge ceded by Argentina, the country has access to the Atlantic.

Sobre la salida al Atlántico
El único acceso soberano que tenemos al Atlántico a través del rio Paraguay nos lo concedió la República del Brasil al entregar a Bolivia bajo su garantía y protección esa superficie de 850 Km2 de territorio conocido como el triángulo Man Cespedes, estipulado en el Tratado de Petrópolis de 1903 como compensación a los territorios perdidos por Bolivia en el Acre y el Matogrosso.
En la parte más ancha del triángulo de 48 Kms de ancho se encuentra una barcaza de cemento que fue construida y anclada en medio río por la Fuerza Naval Argentina en 1967, y que recibió el nombre de Puerto Busch al ser cedida a la Fuerza Naval de Bolivia.
Cómo vemos, gracias al pequeño triángulo [número 20 en el mapa abajo] cedido por el Brasil en esa zona ribereña del rio Paraguay y la barcaza de cemento cedida por la Argentina, el país tiene salida al Atlántico.
