According to Quiroga, at the domestic level, the primary elections must be annulled and, at the external level, the OAS pronouncement must be requested.
Former President Jorge Tuto Quiroga addressed today the citizen platforms, civic committees and all citizens who are mobilized demanding respect for the referendum of February 21, 2016 and presented two proposals to seek the disqualification of President Evo Morales as a presidential candidate towards a fourth term.
“There is a lot of confusion about what is happening, there are different proposals, people need guidance, I want to make two proposals to the platforms, the civics, to the citizens mobilized in defense of democracy, one internal and the other external,” he said.
In the internal Quiroga explained that the request must be clear and is to request the cancellation of primary elections, which in his opinion as well as being “fraudulent”, are not democratic as there are unique binomials and only represent a wasteful expense to “crown” the President Evo Morales who intends to qualify at the expense of the popular vote and the Constitution.
Externally, he indicated that both civics and platforms should make letters and negotiations so that the Organization of American States (OAS) will rule before the general elections scheduled for October 2019 and determine whether indefinite re-election is a human right.
“Otherwise, the OAS would end up being complicit in a judicial institutional coup in Bolivia that disavows two referendums in 2009 and 2016, which have been voted on by the people at the request of Evo Morales, and which have been observed by the OAS. The OAS knows what is happening and has a duty to pronounce itself,” he said.
