Producers Propose Delivering Diesel Directly to Farms Through a Digital System and Mobile Fuel Stations

The agricultural sector has declared an emergency due to the diesel shortage

The agricultural sector is proposing the creation of mobile fuel stations to supply agricultural properties, production centers, and rural communities, using a system that includes digital producer registration, authorized fuel volumes, and fuel traceability.

The Producer Defense Committee (Codepro) is proposing a change to the diesel distribution model for the productive sector through a direct-supply system for agricultural properties, supported by mobile fuel dispensers and a digital platform that would allow fuel to be tracked from the supplier to the final consumer.

The proposal is part of a call for a national emergency meeting organized by the group, which aims to develop a plan to guarantee fuel supplies for the productive sector. Codepro argues that the current crisis cannot be resolved solely through administrative measures intended to distribute an insufficient supply.

The proposal calls for the implementation of a National Direct Diesel Supply System for the Productive Sector through mobile distribution units capable of transporting fuel directly to agricultural properties, production centers, agro-industrial plants, cooperatives, collection centers, and remote productive communities located far from service stations.

The proposal incorporates a digital control mechanism. Each producer would be registered and linked to a specific property, with information on the authorized fuel volume and delivery schedules.

The system would also include georeferencing, electronic invoicing, volumetric controls, identification of the vehicle or machinery being supplied, and traceability from the supplier to the final consumer. According to Codepro, the objective is to reduce queues and logistics costs while also decreasing opportunities for fuel diversion.

A New Type of Fuel Station

The document also proposes creating the concept of a “Productive Mobile Station,” an authorized unit designed to transport and dispense fuel directly to end users at agricultural properties, production centers, industrial plants, and rural areas.

These units would be equipped with certified tanks, volumetric meters, GPS, invoicing systems, digital user identification, and control and traceability mechanisms. Codepro proposes that the National Hydrocarbons Agency (ANH) establish specific regulations for this type of operation.

The system would not be aimed solely at small producers. The organization proposes that direct fuel supply also reach sugar mills, agro-industrial companies, large-scale producers, cooperatives, mining companies, productive transport firms, power generators, and industrial operations.

A Platform to Track Every Liter

The proposal also includes the creation of a platform called “Productive Fuel Bolivia,” through which the entire supply chain would be recorded: producer, property, machinery, requested volume, authorization, supplier, transportation, delivery, and consumption.

The organization argues that this tool would help combat fuel diversion and smuggling through digital traceability without increasing bureaucratic controls for producers.

The proposal is part of a broader package that includes the direct importation of diesel by companies, cooperatives, agro-industrial firms, and producer organizations, as well as a simplified framework for those wishing to import fuel for their own use or that of their members.

In this context, the sector proposes that these measures be incorporated into a “National Pact for Energy and Productive Security,” whose pillars would include immediate fuel supply, competitively priced fuel, legal certainty, biofuels, and a structural transformation of the energy model.
