Assembly of Cruceñidad Sets Six Demands for the Government and Warns of Protests Starting October 10

With six demands directed at the national government, the Assembly of Cruceñidad announced that, beginning on October 10—Democracy Day—it will launch street protests to demand answers and warned of the possibility of convening a civic assembly (cabildo) if satisfactory responses are not provided.
As planned, the Assembly of Cruceñidad took place this Thursday after being called to seek the repeal of Supreme Decree 5676, following a request from the Eastern Agricultural Chamber (CAO).
At the conclusion of the meeting, the president of the Pro Santa Cruz Committee, Stello Cochamanidis, stated that the main objective of the gathering was to ensure fuel availability throughout the country, taking into account the concerns raised by representatives from both the city and the provinces.
He said efforts would continue to persuade the Government to reconsider and understand that the only way out of the crisis is through cooperation, acknowledging the mistakes made in handling the situation and accepting support from institutions and regional governments to overcome what he described as a national crisis.
“Therefore, this Assembly of Cruceñidad calls on the central government, which so far has shown no willingness to solve the economic, energy, and social crisis, to allow Santa Cruz—and from Santa Cruz, all departments—to take responsibility for their own destiny,” he stated.
The first demand calls for the restoration of powers and the immediate transfer and return of constitutional responsibilities assigned to regional governments, municipalities, and public universities in areas such as health, education, and infrastructure, along with the positions and resources that have been withheld from the regions.
The second demand urges the immediate incorporation of a 50/50 revenue-sharing formula into the 2027 General State Budget, which is due to be approved next month. Under this proposal, 50% of the resources generated in each region would remain there and be administered directly by regional governments, municipalities, and public universities to finance schools, hospitals, roads, and other public works.
The Assembly also demands the full liberalization of fuel imports, distribution, and commercialization at all service stations nationwide, including the elimination of related taxes, with the goal of lowering fuel prices and preventing increases in the cost of basic household goods.
Another demand calls for ending the monopoly held by Yacimientos Petrolíferos Fiscales Bolivianos (YPFB), which the Assembly claims has fostered corruption alongside the National Hydrocarbons Agency (ANH). It also calls for the urgent promotion of biofuels, ethanol production, and crude oil extraction to reduce the cost of fuel imports.
The final demand seeks the definitive dismantling of corruption networks within YPFB and the ANH, as well as the identification and exposure of those responsible for allegedly stealing from the people of Santa Cruz.
“In the event of noncompliance, the Assembly of Cruceñidad grants full authority to the president of the Pro Santa Cruz Committee to activate, in coordination with civic institutions and sectors, a de facto autonomy strategy and a phased pressure plan until the full implementation of the resolutions approved today,” it announced.
The civic leader warned that if the Government fails to address the demands, October 10—Democracy Day—will mark the beginning of street mobilizations aimed at recovering what he described as resources and powers taken away by centralism. Citizens, he said, will take to the streets on that date, and if necessary, a cabildo will be convened.

Asamblea de la Cruceñidad plantea seis exigencias al Gobierno y advierte protestas desde el 10 de octubre

Con seis exigencias al Gobierno nacional, la Asamblea de la Cruceñidad anunció que, a partir del próximo 10 de octubre, Día de la Democracia, iniciará las protestas callejeras para exigir respuestas y advirtió sobre la posibilidad de un cabildo en caso de que no haya respuestas satisfactorias.
Este jueves, como se había anunciado, se realizó la Asamblea de la Cruceñidad, que había sido convocada en demanda de la abrogación del Decreto Supremo 5676, a solicitud de la Cámara Agropecuaria del Oriente (CAO).
A la conclusión del encuentro, el presidente del Comité Pro Santa Cruz, Stello Cochamanidis, informó que el motivo de la reunión es que haya combustible en todo el territorio nacional, tomando en cuenta las intervenciones de los asambleístas de la ciudad y de las provincias.
Sostuvo que se seguirá trabajando para que el Gobierno recapacite, entienda y comprenda que la única forma de salir de esta crisis es trabajando juntos, reconociendo el error que hasta el día de hoy tuvieron en el manejo de esta crisis, pero, sobre todo, reconociendo que, si se dejan ayudar con las instituciones y los departamentos, se podrá salir adelante de esta crisis que es nacional.
“Por tanto, esta Asamblea de la Cruceñidad emplaza al nivel central, que hasta el momento no quiere solucionar la crisis económica, energética y social, para que Santa Cruz y desde Santa Cruz asumamos nuestro destino, como también deberán hacerlo cada uno de los departamentos”, afirmó.
La primera demanda se refiere a la restitución de competencias, la transferencia y devolución inmediata de las facultades plenamente asignadas por Constitución a las gobernaciones, municipios y universidades, en temas de salud, educación e infraestructura, junto con los ítems y recursos que hasta el momento han sido cercenados a las regiones.
“Conminamos la inmediata incorporación del 50/50 en el Presupuesto General del Estado 2027 que se deberá aprobar a partir del siguiente mes, para que el 50% que le corresponde y se genera en cada una de las regiones, se quede en los departamentos para ser administrados de forma directa, por las gobernaciones, municipios y universidades públicas, para que sean estas las que realicen las obras, sean escuelas, hospitales, caminos, etc.”, sostiene la segunda exigencia al Gobierno.
También exige la liberación total de la importación, distribución y comercialización de combustibles en todos los surtidores del país, eliminando los impuestos que corresponden, para reducir el precio del combustible lo más barato posible para el ciudadano y evitar que la canasta familiar suba.
Otra de las exigencias de esa entidad es que, de una vez por todas, se rompa todo el monopolio de Yacimientos Petrolíferos Fiscales Bolivianos (YPFB), que lo único que ha generado es corrupción, junto a la ANH. Pero también exigimos que se promueva y sea de carácter de urgencia nacional los biocombustibles, etanol, la explotación de los pozos de crudo para que podamos ayudar a minimizar el costo de la importación de los combustibles.
La última se refiere a la erradicación definitiva de las redes de corrupción que hay en Yacimientos, en la Agencia Nacional de Hidrocarburos (ANH), y que sean expuestos los responsables, que le robaron al pueblo cruceño.
“En caso de incumplimiento la asamblea de la Cruceñidad faculta de manera plena al presidente del Comité Pr Santa Cruz para activar en coordinación con las instituciones y sectores de la cruceñidad, la autonomía de facto y el plan de medidas escalonada de medidas de presión hasta lograr el cumplimiento total de lo que manda hoy esta asamblea”, informó.
En caso que el Gobierno no atienda las demandas hoy planteadas, el 10 de octubre, el Día de la Democracia será el día en el que empezarán las movilizaciones en las calles, para recuperar lo que el centralismo nos robó. A partir del 10 de octubre, ese día tan importante, los ciudadanos estaremos en las calles, y si es necesario llegar a un cabildo así lo haremos, advirtió el dirigente cívico.
